The thirteenth pension will also be paid in 2023. The government is looking for money for supplements for pensioners. For this purpose, it wants to obtain PLN 5 billion from the Demographic Reserve Fund as an interest-free loan, according to the draft regulation, which was announced on the government’s website. “PiS admitted that there was no money for the 13th pension,” commented Izabela Leszczyna, a member of the Civic Coalition and former deputy finance minister, in social media.

This is a draft regulation of the Council of Ministers on the use of the resources of the Demographic Reserve Fund in 2023 for an interest-free loan for the implementation of an additional annual cash benefit for pensioners and the costs of servicing the payment of this benefit. The Ministry of Family and Social Policy is responsible for preparing the draft regulation.

On Monday, the list of legislative and program works of the Council of Ministers published information about the planned project, which is to be adopted in March. All because 13. pension as a rule, they are paid in April together with the ordinary old-age or disability pension.

The government is looking for money to pay 13 pensions

The payment of the 13th old-age pension by the pension and disability pension bodies takes place from the resources of the Solidarity Fund. “Due to the need to secure other socially significant tasks implemented and planned for implementation by the Solidarity Fund in 2023, it is necessary to supplement the funds of this Fund” – we read on the government website.

As explained, “the Act of October 23, 2018 on the Solidarity Fund allows you to take out an interest-free loan for the payment of the 13th pension and the costs of servicing the payment of this benefit”. In turn, “granting a loan from the Demographic Reserve Fund (FRD) is possible under the provision of Article 59(1)(4) of the Act of 13 October 1998 on the social insurance system”.

“Fulfilling the above authorization and taking into account the preservation of financial liquidity of both the Demographic Reserve Fund and the Solidarity Fund, it is proposed to grant a one-time loan in the amount of PLN 5,000,000,000, which will be transferred once by March 24, 2023 to the Fund’s bank account Solidarity,” we read.

According to the announcements, the loan is to be repaid to the FRD account “with the repayment period starting from 2028 to 2037, in 10 equal annual installments, with the payment date on November 30 of each year”. “There is no possibility to achieve this goal by means other than the issuance of the draft regulation” – the government noted.

Pursuant to the provisions of the 13th, pensions are paid – regardless of the amount of the main benefit – in the amount of the lowest old-age pension applicable from 1 March of the year in which the additional benefit is paid. From March 1, 2023, the lowest pension increased from PLN 1,388.44 gross (PLN 1,218 net) to PLN 1,588.44 gross (PLN 1,445 net).

KO MP comments

The announced regulation was commented on Twitter by KO MP Izabela Leszczyna. “#PIS he admitted that he had no money for his 13th pension. But what the hell, they will borrow, and we – citizens will pay back with interest “- wrote the former deputy finance minister.

In Leszczyna’s opinion, “all PiS finance ministers should be prosecuted for irresponsible and inefficient management of state finances. #Kaczynski and #Morawiecki for the lack of #KPO.”

The Ministry of Family and Social Policy informed that in 2022 about PLN 24.5 billion was paid out under the 13th and 14th pensions. “In total, since 2019 (when the thirteenth pension was paid out for the first time), it has already amounted to over PLN 70 billion” – indicated the ministry.
