The government intends to obtain PLN 5 billion from the Demographic Reserve Fund for the payment of 13 pensions. “It’s like someone borrowing from one pocket to another. There is only one public finance sector, Prime Minister Mateusz Morawiecki said during the press conference. The head of the government assured that “of course there is money for the payment of the 13th pension within the public finance sector”.

The government published on its website information on the draft regulation of the Council of Ministers on the use of the Demographic Reserve Fund (FRD) in 2023 for an interest-free loan for the implementation of an additional annual cash benefit for pensioners and the costs of servicing the payment of this benefit. The project is to be approved by the government in March.

The draft regulation provides that the government will obtain PLN 5 billion from the Demographic Reserve Fund as an interest-free loan. Funds from the DRF until March 24 this year. are to be transferred to the bank account of the Solidarity Fund, from which payments are made 13. pension by pension authorities.

During Tuesday’s press conference, Prime Minister Mateusz Morawiecki he was asked why the government uses funds from the Demographic Reserve Fund.

– The public finance sector consists of the budget and various funds: the Demographic Reserve Fund, the Assistance Fund Ukraine, Anti-covid Fund, Armed Forces Support Fund. We have several dozen of these funds – pointed out the head of the government.

– There is no such distinction here that the government borrows something. It is as if someone is borrowing from one pocket to another pocket. There is one sector of public finance – explained Prime Minister Morawiecki.

The head of the government assured that “of course there is money for the payment of the 13th pension within the public finance sector”. – Everything is secured and there is no problem here – said Mateusz Morawiecki.

The thirteenth pension is generally paid in April together with the ordinary old-age or disability pension.

Pursuant to the provisions of the 13th, pensions are paid – regardless of the amount of the main benefit – in the amount of the lowest old-age pension applicable from 1 March of the year in which the additional benefit is paid. From March 1, 2023, the lowest pension increased from PLN 1,388.44 gross (PLN 1,218 net) to PLN 1,588.44 gross (PLN 1,445 net).

According to the announcements, the loan is to be repaid to the FRD account “with the repayment period starting from 2028 to 2037, in 10 equal annual installments, with the payment date on November 30 of each year”. “There is no possibility to achieve this goal by means other than the issuance of the draft regulation” – the government noted.
