The 2021 National Census of Population and Housing ends on Thursday. Thus, there were only the last hours left to participate in the census. The census is obligatory, and refusing to participate in the census may result in a fine of up to PLN 5,000.

Due to the short time to get down, there are a lot of callers to the census hotline and therefore there may be connection problems. “The census hotline works. However, so many people call it that the announcement appears as if no one answered,” the press department of the Central Statistical Office informed earlier.
The Central Statistical Office (GUS) asks callers who are unable to get through to hang up and try again after a while.
The 2021 National Census of Population and Housing began on April 1, 2021. The census takes place once every 10 years and applies to every person permanently or temporarily residing in Poland. It is mandatory and ends on Thursday.
As explained by the Central Statistical Office, the census covers “natural persons permanently residing and temporarily staying in apartments, buildings and other inhabited premises that are not flats in Poland, and natural persons without a place of residence”. It also covers “apartments, buildings, collective accommodation facilities and other inhabited non-residential premises”.
The census is carried out using the following methods: obligatory, i.e. the Internet self-enumeration method (CAWI) and supplementary by the telephone interview method (CATI) and the direct interview method (CAPI).
Census – penalty
The scope of information collected in the census includes: demographic characteristics, economic activity, level of education, migrations, ethnic and cultural characteristics, or housing resources. There are no questions regarding earnings, income or property status in the census form. A detailed list of census questions is also available on the website of the National Census of Population and Housing.
It should be remembered that refusing to participate in the census will result in a financial penalty. “Refusal to participate in the census is associated with the possibility of imposing a fine, which is included in Article 57 of the Act on public statistics” – we read on the website of the Central Statistical Office. A fine may be imposed by a court, and its amount may be as high as PLN 5,000. zloty.
A much heavier penalty may be imposed on those who provide false data. According to Art. 56 of the Act on Public Statistics, “who, contrary to the obligation, provides statistical data inconsistent with the facts, shall be subject to a fine, restriction of liberty or imprisonment for up to 2 years”.
The first results of the census will be announced in January 2022.
