The state of emergency at the border with Belarus in part of the Podlaskie and Lubelskie voivodeships is Poland, which says: we will play on the Belarusian rules, assessed MP Maciej Konieczny from the Left (Together) in “Coffee on the bench”. Izabela Leszczyna (Civic Coalition), MP from the Civic Platform, said that “one real effect” of its introduction was to limit access to this area for free media, non-governmental organizations and the opposition.
The guests of the Sunday issue of “Coffee on the bench” on TVN24 discussed the introduction of a state of emergency in some localities of the Podlaskie and Lubelskie voivodeships in connection with the situation on the border with Belarus, as requested by the government. The president’s ordinance on this matter has been published in the Journal of Laws and entered into force. They also appeared two further Restriction Regulations in a State of Emergency. On Monday, the presidential ordinance is to be dealt with by the Sejm. The Chamber may repeal them.
Hazel: The state of emergency protects the government from citizens
Izabela Leszczyna (Koalicja Obywatelska), MP of the Civic Platform, assessed that “this state of emergency does not protect citizens in the first place.” – And only in such a situation it can and should be introduced – she emphasized.
According to her, “this state of emergency protects the government from citizens, protects the government from free media, from non-governmental organizations.” – One real effect of this regulation is a closed zone for free media, NGOs (non-government organization – editorial note) and for the opposition – she said.
Piecha: the decision on the state of emergency was made after analyzing many situations
Law and Justice MP Bolesław Piecha argued that the decision to introduce a state of emergency was made “after analyzing many situations that take place on the Polish-Belarusian border”. – This is obviously not an exceptional situation, Lithuania is also facing the same threat – he added.
In his opinion, “this decision was prudent and implemented as far as possible, affecting Polish citizens as little as possible.” He also assessed that the situation related to migrants at the border with Belarus was “blackmail in the result of (Alyaksandr) Lukashenka.”

MP Maciej Konieczny from the Left (Together) said that “the problem is that this state of emergency is Poland, which says: we will play on Belarusian rules”. – This is Poland that says: we reject the Geneva Convention, we reject human rights, we reject media control, we reject freedom of assembly, we reject these democratic rights on which we build our society and state and we play on Belarusian rules – he continued.
– For me as a democrat and Polish patriot, it is a loss, it is a capitulation towards Belarus – he added. According to him, “if we say that the Border Guard cannot cope, so we introduce a state of emergency, then (if – ed.) Any service in Poland cannot cope, then suddenly we can suspend the principles of democracy”.
Zgorzelski: the services are not able to deal with those who came guided by the heart
Also, Deputy Speaker of the Sejm, Piotr Zgorzelski from the Polish People’s Party, assessed that “the introduction of the state of emergency is inadequate to the situation.”
He also referred to one of the elements of the government’s justification to the application for the introduction of a state of emergency. It highlights the actions of some people with a group of migrants who camp at the border. They were, among others, activists, foundation employees, MPs and senators. The explanatory memorandum states that such actions limit the possibility of “effective implementation of operational activities” at the border. It was reported that people in the area “hinder the service of Border Guard officers and soldiers of the Polish Army.”
As Zgorzelski said, “today we learn that through the dozen or so or several hundred people who are on the border, the Polish state surrenders its statutory powers and introduces a state of emergency”. “This is a scandal, a reaction disproportionate to the stimulus,” he commented.
“Here we have learned how delicate the secret services are, that they are unable to deal with those people who came following the instinct of the heart to help other people,” he added.
Mucha: we can deal with completely constitutional methods
Joanna Mucha, a member of the Polish 2050 parliamentary group, stated that “the steps taken are absolutely inadequate”. – We are able to deal with it using completely constitutional methods. The state of emergency is not absolutely necessary in my opinion, ‘she said.
In her opinion, “this state was introduced so that the media could not show this situation, and this is something that cannot be agreed upon.”
Hook: with the usual means it is impossible to control it
Confederation MP Krzysztof Bosak admitted that he was in favor of introducing a state of emergency and he himself encouraged the government to do so at one of his conferences. – I believe that the situation is such that it is impossible to control it with ordinary measures – said the TVN24 guest.
When asked what could not be done without the introduction of a state of emergency, he said that “first of all, people who have not yet broken the law cannot be detained.” – Yesterday, people who helped in the illegal transport of immigrants were detained. Every day this border is illegally crossed – he added. He explained that he was talking about the operation of the metastatic network.
– There should be no immigrant smugglers in the three-kilometer strip from the border, there should be no people who struggle with Border Guard officers or soldiers of the Polish Army, because they think that they understand human rights or the Geneva Convention better – added Bosak.
