The Sejm will deal with the regulation of President Andrzej Duda on the introduction of a state of emergency in the border zone with Belarus on Monday from 4.30 pm. The lower house of the Polish parliament may revoke them by an absolute majority of votes. The head of the Left-wing club, Krzysztof Gawkowski, announced that he would submit a motion to reject the regulation.
Prime Minister Mateusz Morawiecki announced on Tuesday that the government asked President Andrzej Duda to introduce a state of emergency in some towns of the Podlaskie and Lubelskie provinces in connection with the situation on the border with Belarus. On Thursday afternoon, the president’s spokesman, Błażej Spychalski, said that “this application was thoroughly analyzed by the president among his advisers, and there were meetings and discussions at the National Security Bureau.” He said that “the president made a decision to introduce a state of emergency in the area indicated in the application of the Council of Ministers”.
Same day the Regulation of the President of the Republic of Poland was published in the Journal of Laws of September 2 on the introduction of a state of emergency in part of the Podlaskie Voivodeship and part of the Lubelskie Voivodeship.
It defines the scope of restrictions and prohibitions that are to apply in the state of emergency. The regulation comes into force on the day of its publication.
The Sejm will deal with the president’s decree on Monday
On Thursday afternoon, in connection with the President’s decree, a meeting of the Presidium of the Sejm and the Council of Seniors was held. “Marshal Elżbieta Witek, after consulting the Presidium of the Sejm and the Council of Seniors, set an additional day for the 36th session of the Chamber. The session will take place on September 6 from 4.30 pm” – the Sejm Chancellery later said on Twitter.
After the convention, Sejm Marshal Ryszard Terlecki (PiS) confirmed to journalists that the Chamber’s session would begin on Monday at 4.30pm. At the beginning – as he said – the president’s representative is to present the regulation. – Then there will be club speeches, questions, answers from ministers and voting – he added.
Considering that PiS had so far said the situation was under control, the Deputy Speaker of the Sejm said that “the situation is under control, but it is not known what could happen”.
In a resolution, the Sejm may repeal the ordinance by an absolute majority of votes.
The head of the Left club: we will submit a motion to reject the presidential ordinance
The head of the Left-wing club, Krzysztof Gawkowski, said that he informed the Speaker of the Sejm that his club “is submitting a motion to reject the president’s regulation in this matter and that he is demanding a vote, which was announced in the evening.”
– All clubs will make decisions on Monday. We informed that we would be submitting this motion, because if there was no such motion, then there would be no vote. That is, in order to reject this presidential ordinance, you have to submit a motion for its rejection, otherwise the constitution says that it enters automatically – said Gawkowski.
– Today I announced this request. The request will be submitted at the meeting, it will be repeated during the speech, so that all formalities are fully met – he added.
Ryszard Terlecki, when asked about the Left’s motion to reject the regulation, replied that “if it is formally submitted during the meeting, we will of course vote it”.
