A state of natural disaster was introduced in subsequent communes of the Lower Silesian and Lubuskie Voivodeships. This is the result of the regulation of the Council of Ministers published on Saturday in the Journal of Laws.
“The need to urgently issue the proposed regulation is dictated by the dynamic changes in the natural disaster – the flood, which affected the central part of Europe in September 2024, including the south-western part of the territory of the Republic of Poland” – emphasized in the justification.
The government declared a state of natural disaster on September 16; the regulation was introduced for 30 days; will be valid until October 16 inclusive.
A state of natural disaster in other areas
As of Saturday, the state of natural disaster includes:
1) in the voivodeship Lower Silesia – Wołowo poviat, the urban commune of Głogów, the rural commune of Głogów, the commune of Kotla, the commune of Pęcław and the commune of Żukowice in the poviat of Głogów, the town and commune of Ścinawa in the poviat of Lubin;
2) in the voivodeship Lubuskie – the Dąbie commune and the Krosno Odrzańskie commune in the Krosno poviat and the Bytom Odrzański commune, the Nowa Sól urban commune, the Nowa Sól rural commune, the Otyń commune, the Siedlisko commune and the Kolsko commune in the Nowa Sól poviat.
The current area is under a state of natural disaster
Initially, the following counties were covered by the status of a natural disaster: in the Lower Silesian Voivodeship – Dzierżoniów, Kamienna Góra, Karkonosze, KÅ‚odzko, LubaÅ„ski, Lwówek, Åšwidnica, WaÅ‚brzych and ZÄ…bkowice, as well as cities with county rights WaÅ‚brzych and Jelenia Góra; in the province Opole – Brzeg, GÅ‚ubczyce, KÄ™dzierzyn-Koźle, Krapkowice, Nysa, Opole and Prudnik; in the province Silesia – Bielsko, Cieszyn, Pszczyna and Racibórz, and a city with district rights in Bielsko-BiaÅ‚a.
On September 17, the territory covered by the state of natural disaster was extended to include additional counties in the province. Lower Silesia – Dzierżoniowski, LubaÅ„ski and Åšwidnica, and in the province Opole – Brzeg, KÄ™dzierzyn-Koźle, Opole and Krapkowice poviat.
Pursuant to the regulation published on September 20 in the Journal of Laws, the government once again extended the area covered by the state of natural disaster to include poviats in the province. Lower Silesia: Bolesławiec, Jawor, Legnica and Złotoryja.
On September 25, the state of natural disaster was extended to include the city of Legnica and the commune of Mietków in the Wrocław poviat in the Lower Silesian Voivodeship.
Rights and obligations in connection with a state of natural disaster
In these areas, restrictions on freedom and liberty are permitted during the state of natural disaster human rights and citizen: the obligation to empty or secure residential premises or other premises; an evacuation order at a set time from specific places, areas and facilities; an order or prohibition to stay in certain places and facilities and in certain areas; as well as an order or prohibition of a specific method of movement.
The purpose of the regulation is to introduce solutions as soon as possible to provide the necessary and most urgent help and support to residents, employers, entrepreneurs and other entities from areas affected by a natural disaster.
