From Wednesday, December 1, the barriers on the state toll sections A2 and A4 were opened. Light vehicle drivers can pay for their tolls using the e-TOLL app or the motorway e-ticket. The manual toll collection system has been excluded. It is supposed to be faster and better. However, not everyone is convinced of this. The ominous word “surveillance” hangs in the air.
The change means that the passage of passenger cars and motorcycles to the A2 Konin-Stryków and A4 Bielany Wrocławskie-Sośnica will take place without the need to stop in front of the barriers in the so-called free flow mode.
A2 and A4. End of the barriers
Drivers pay for the passage of state motorways: with the e-motorway ticket, which they can buy in the new e-TOLL PL Bilet application, in the applications of the e-TOLL system partners and in the partners’ stationary distribution network, or using the e-TOLL PL application or OBU / ZSL on-board devices transmitting geolocation data to the e-TOLL system.
The changes concern only two sections of motorways managed by GDDKiA: A2 Konin-Stryków and A4 Bielany Wrocławskie-Sośnica. On the remaining sections of concession motorways, i.e. A1, A2 and A4, no changes are made to the method of payment for the toll.
According to the tax administration, thanks to the change of the toll collection system and the removal of barriers in places where the tolls have been manually collected so far, there will be no blockages, which arose mainly during the holiday season and at weekends.
The motorway e-ticket can be purchased 60 days in advance. Its validity period is 48 hours from the declared date and time of travel. In the event of a change of plans, the ticket can be returned before the declared time of departure.
Two forms of the motorway e-ticket are available: electronic and paper. For both forms, it is required to provide the minimum scope of data for calculating the toll for the motorway (vehicle registration number, date and time of commencement of the motorway journey and details of the route planned to be traveled).
The purchase of the motorway e-ticket is possible in the new government e-TOLL PL Ticket application and in applications made available by entrepreneurs with whom KAS has concluded partnership agreements, or at stationary points at selected PKN Orlen and Lotos stations.
– The system is silent about private stations. As if these were stations of a worse category, drivers of a worse category, so again we build such walls unnecessarily in this system – says Adrian Furgalski from the TOR economic advisors team.
A controversial application
In turn, the toll in the e-TOLL PL application is calculated on the basis of the vehicle’s geolocation data, which is transmitted to the e-TOLL system. In the event of a failure of the transmitting device, the data can be declared in the customer’s online account. In exceptional circumstances, e.g. when the vehicle is involved in a rescue operation, the toll may be paid three days after the end of the journey.
The e-TOLL PL application is the most controversial. Truck drivers already use it. The system is connected to an account that needs to be topped up. – This system just crashes. KAS is aware of the fact that for now it will create a dump – points out Furgalski.
Anita Wielanek, the press spokesman of the head of the National Revenue Administration admits that “there are minor errors or flaws”. – We monitor this system on an ongoing basis. We are correcting it – he points out.
The application provides geolocation data and must be turned on all the time during the journey. – The e-toll system is a system that, in our opinion, creates a risk of excessive surveillance or excessive state interference or surveillance of the state as far as the citizen is concerned – emphasizes Dr. Dawid Piekarz from the Staszic Institute.
The National Tax Administration, which deals with e-TOLL, ensures that the data will only be used to operate the system. – Geolocation data under the new system is stored for no longer than 9 months from the date of completion of the journey on national roads – explains Wielanek.
– I would like to believe that the National Tax Administration is telling the truth and that these data will not be abused, but it is about something else. The point is not to let any state authorities (…) lead him into the temptation to gather knowledge about a citizen that this knowledge is not needed – says Piekarz.
A2 Konin-Stryków and A4 Wrocław-Sośnica. New traffic organization
Due to the change in the toll collection system, from December 1 this year a new traffic organization is in force at the Toll Collection Yards (PPO) on the A2 Konin-Stryków and A4 Wrocław-Sośnica motorways.
At PPO Stryków and PPO Żdżary, drivers will use the three rightmost entry and exit lanes. At PPO Żernica and PPO Karwiany, drivers use the four extreme, right-hand entry and exit lanes.
According to the Ministry of Finance, control devices installed at the entry and exit points from motorways and in vehicles used to control toll collection are used to check the correctness of payment of tolls.
Driving on the highway free of charge. Penalties
For driving on the state sections of A2 and A4 without paying a toll, an additional fee of PLN 500 is imposed with a payment period of 14 days. If the additional fee is paid within 7 days from the date of delivery of the summons, its amount is reduced to PLN 400. The additional fee will not be charged if the toll is paid by purchasing the motorway e-ticket within three days from the end of the trip.
The driver’s actions aimed at preventing the proper reading of the vehicle’s registration plates (covering, decorating, adding additional signs, etc.) are also threatened with a criminal fine.
