On February 21, Aleksandra Merchel-Koter became the new president of Pomorskie Przedsiębiorstwo Mechaniczno-Torowe (PPM-T), a subsidiary of PKP Polskie Linie Kolejowe. Privately, Merchel-Koter is the daughter of Ireneusz Merchel, the president of PKP PLK. On Wednesday, Merchel-Koter informed TVN24 Biznes that she had decided to resign from her position.
Aleksandra Merchel-Koter became the head of the Pomorskie Przedsiębiorstwo Mechaniczno-Torowe company on February 21 this year. PPM-T is a subsidiary of PKP Polskie Linie Kolejowe. Its seat is in Gdańsk. PPM-T provides services related to the maintenance and repair of railway roads.

Magdalena Janus from PKP PLK informed TVN24 Biznes that the supervisory board of Pomorskie Przedsiębiorstwo Mechaniczno-Torowe sp. “Due to the fact that only one application was received in the proceedings in question, the Supervisory Board of PPM-T decided to close the proceedings without selecting a candidate” – she informed.
However, the company did not give up. On January 19, 2023, the supervisory board decided to re-initiate the qualification procedure “taking into account the wider dissemination of the announcement on the initiation of the qualification procedure for the position of the president of the management board”. For this purpose, the announcement was published not only on the PPM-T website, on the website of PKP Polskie Linie Kolejowe SA, but also on the website of the local daily and in its paper version.
“As a result of these activities, compared to the previous selection procedure, a larger number of candidates applied. Candidates who met the formal requirements were admitted to the interviews” – said Janus.
She added that, as a result of the qualification procedure for the position of president conducted by the supervisory board of PPM-T, Aleksandra Merchel-Koter was appointed to this position on February 21, 2023.
“The President of the Management Board of PPM-T was elected by the Supervisory Board of PPM-T, a collective body independent of PLK SA, which verified the competence and experience of Mr. Merchel-Koter to hold the position of the President of the Management Board of PPMT” – informed Janus.
Statement by Aleksandra Merchel-Koter
“In view of the negative voices in the media regarding my appointment as of February 21, 2023 as the president of the management board of Pomorskie Przedsiębiorstwo Mechaniczno-Torowe sp. z o. o. in Gdańsk, acting fully autonomously, I decided today to resign from my position” – Merchel-Koter wrote in a March 1 statement.
She added that “despite having the required education and professional experience verified in the course of the qualification procedure conducted by the supervisory board for the position of the president of the management board of PPMT (…), finally maintaining self-respect, I came to the conclusion that my resignation would allow devoid of any basis, in the light of the above premises, media attacks”.
“I regret that non-substantive reasons and the desire to harass me turned out to be decisive in assessing my professional path,” she wrote in a statement.
Who is Aleksandra Merchel-Koter?
Magdalena Janus from PKP PLK indicated that Aleksandra Merchel-Koter studied transport engineering at the Gdańsk University of Technology, where she obtained a master’s degree. “She worked at PPM-T as an Engineer for 6 years. Then, for over 4 years, she was employed at NDI and dealt with costing and tendering railway works. In 2016, she started working at PKP Polskie Linie Kolejowe SA, first as a Contract Manager, and then as a Director Project” – we read in the reply sent to us.
Privately, Merchel-Koter is the daughter of Ireneusz Merchel, the president of PKP PLK. Merchel has been the head of PKP PLK since March 2016.
A representative of PKP PLK assured that “PLK SA, as the parent company, did not participate in any of the stages of the qualification procedure and did not make any decisions in this regard.”
Kinship “without affecting business relations”
Janus emphasized that “the kinship between the President of the Management Board of PLK SA and the President of the subsidiary PPM-T does not affect the business relations between PLK SA and PPM-T”.
In addition, as Magdalena Janus pointed out, “PLK SA and its subsidiaries do not form a holding company within the meaning of the Commercial Companies Code, and consequently the regulations on issuing binding instructions by the parent company to subsidiaries that may affect the operations of subsidiaries do not apply here.” .
