It seems that another election promise of the Civic Coalition is dividing the Coalition on October 15. It concerns the “Kredyt na start” program, which assumes that for 10 years the state would be subsidizing housing loans so that the interest rate on installments would drop even to zero. Polska 2050 is firmly against it, the Left is also against it.
In the matter of the so-called 0 percent credit, Polska 2050 does not give up, and Szymon Hołownia puts the matter on a knife edge. “We will not support 0 percent credit” – wrote on platform X the Marshal of the Sejm and the leader of Polska 2050.
– A 0 percent loan is not a way to solve the housing problems of Poles – says Ryszard Petru, MP of Poland 2050.
The “Start Credit” program assumes subsidies for mortgage loans. For 10 years, the state would subsidize housing loans so that the interest rate on installments would drop to zero.
This is one of the hundred specifics of the Civic Coalition from the election campaign. It is supported by, among others, the Polish People's Party. However, apart from Szymon Hołownia's party, the Left is also opposing it, and without this support the idea will probably fail, as even the Minister of Finance Andrzej Domański recently predicted. – The chance that this project will be implemented is radically decreasing – admitted the politician.
The project is being worked on by the Ministry of Development, which does not rule out changes, but first wants to persuade coalition partners to support it. – We will persuade them, pamper them. Polish families are waiting for this loan – says Jacek Tomczak, Deputy Minister of Development and Technology.
There are many indications that without major changes to the bill, the bill will probably fail. – We say “no” to programs aimed at developers, to programs aimed at banks – emphasizes Katarzyna Kotula, the Minister for Equality from the Left.
What can I get instead of a 0 percent loan?
The Left prefers to focus on building cheap apartments for rent and has the initial support of Szymon Hołownia. – On the basis of this proposal, which comes from the Ministry of Development and Technology, there is a chance to build an even broader project – does not rule out Władysław Kosiniak-Kamysz, Deputy Prime Minister, Minister of Defense and leader of the Polish People's Party.
Regardless of what the final version of the bill looks like, the discussion shows that another major conflict in the coalition is looming on the horizon over a bill that is important primarily for the Civic Coalition. – Each of us had our own election promises. After the elections, we started cooperation and today we have to look for those places that unite us – says Arkadiusz Marchewka, Deputy Minister of Infrastructure from the Civic Coalition.
However, there have been several issues that divide the coalition – especially recently. After abortion and civil partnerships, emotions were stirred by the widow's pension, and now the start-up loan and the elimination of the health insurance contribution are also becoming bones of contention. – We do not have time to argue and quarrel. We have to work very hard to develop the best possible solutions – emphasizes Maciej Wróbel, MP of the Civic Coalition.
However, it is increasingly said in the coalition that those who want to focus on greater independence of their parties and distinguish themselves from others are gaining a say. Władysław Kosiniak-Kamysz, for example, recently said that the collapse of the coalition would be less costly than losing voters. – Where there are coalition partners, everyone wants to emphasize their point of view – comments Patryk Jaskulski, MP of the Civic Coalition.
A decision on possible changes to the zero percent loan program is to be made next week.
