Anti-inflationary package. The government will reduce the excise tax on fuel and electricity

At the Tuesday meeting, the government is to deal with, inter alia, some parts of the anti-inflationary package – lowering excise taxes on fuels, gas and electricity and exempting electricity used by households from this tax. Ministers are also to discuss changes to counter usury.

The anti-inflationary package was announced last week by Prime Minister Mateusz Morawiecki. Its part is the draft amendment to the excise duty act and the retail sales tax act, which provides, inter alia, a temporary reduction in the excise duty on motor fuels – and the introduction of an excise duty exemption for the sale of electricity used by households and a reduction in the excise duty rate on electricity.


Fuel tax exemption

According to the announcements, for five months (December 20, 2021 – May 20, 2022) the amount of excise duty on fuels is to be reduced to the minimum level allowed in the EU.

The draft also proposes to introduce a temporary exemption – from 1 January to 31 May 2022 – from taxation with the tax on retail sales of fuels. It is about excluding motor gasolines, diesel oils, biocomponents constituting self-contained fuels and gases intended for driving internal combustion engines.

In addition, according to the draft, by May 31, 2022, sellers selling motor fuels will be required to post at the cash register the information on the reduction of excise duty on motor fuels and the fact that sales of motor fuels are not subject to retail sales tax.

Exemption from excise duty on electricity

In addition, as announced, households will be exempt from excise duty on electricity, and for other recipients, the excise duty will be reduced to the minimum EU level.

Counteracting usury

The government is also to deal with a bill amending several acts in order to counteract usury. It goes, among others for amendments to: the Civil Code, the Code of Civil Procedure, the Penal Code, the Banking Law and the Consumer Credit Act.

The Ministry of Justice emphasizes that the main assumption relating to anti-usury issues is “to define the maximum interest and non-interest costs and to reduce these costs”. According to the draft, non-interest costs according to the provisions of the Civil Code during the entire loan repayment period will not be higher than 25%. the total amount of the loan in question. In turn, the provisions on consumer credit provide for a reduction in the limit of non-interest loan costs throughout the entire loan period from the current 100%. loan amount – up to 45% this amount.

Moreover, as pointed out by MS, “the project aims to counteract the negative phenomenon of the so-called credit rollover” – it is about situations when a consumer who has already taken out a loan is offered another loan, which in turn “leads to the fact that the customer falls into spiral of debts “.

Other government plans for Tuesday

The ministers are also to deal with the bill on passport documents, the aim of which is to establish a new passport register. He has, inter alia, allow faster information flow and access to up-to-date data to all passport authorities. It is also assumed that the paper version of the application for issuing a passport will be abandoned in favor of an electronic one, which will be generated by the passport officer in the application, based on the data provided by the citizen and collected in the available state registers.

They are also designed, among others changes in the catalog of people entitled to a reduced passport fee. Those who, on the basis of special provisions, receive allowances and benefits for the care of disabled people and who had to resign from professional activity, will be entered into it. Reliefs will also be given to people who have the status of an anti-communist opposition activist and people repressed for political reasons after 1956.

The Council of Ministers will also discuss the draft amendments to the Act on Social Employment, which provides, inter alia, resignation from the poverty premise when referring the social assistance center to participation in Social Integration Centers (CIS). In addition, the integration benefit is to be increased to 120 percent. Unemployment Benefit for as long as you participate in CIS classes, including the trial period. The project also made the time of participation in the CIS more flexible.
