329 borrowers benefited from the government program Flat without own contribution in 2022, said Deputy Minister of Development and Technology Piotr Uściński in response to Krzysztof Brejza’s questions. Program Apartment without own contribution launched at the end of May 2022 and is aimed at people who do not have their own contribution. Repayment of the part of the loan constituting the missing own contribution – after the borrowers meet certain conditions – is guaranteed by Bank Gospodarstwa Krajowego (BGK), with which the bank had previously established cooperation in this regard. The guarantee replaces the down payment requirement. BGK is responsible for handling the program.

The senator’s intervention regarding the implementation of the Flat without own contribution program was directed by Krzysztof Brejza from the Civic Coalition. His questions were answered by Piotr Uściński, Deputy Minister of Development and Technology.

“Apartment without own contribution” program

Uściński informed – referring to BGK data from December 28 last year – that 329 borrowers have benefited from the program so far.

The deputy minister pointed out that the assumptions of the program “were created in circumstances that did not include the effects of the invasion Russia Ukraine, and now the situation on the housing market, supply, demand and prices are affected by its effects.

“They have grown interest rates, prices of some materials used in construction (such as wood or steel), energy costs, which affected the costs of transporting materials for construction. These factors translated into an increase in the cost of mortgage repayments, an increase in interest rates and a general decrease in the propensity to incur debt, which is why the demand for a guaranteed housing loan is at a lower than expected level, he assessed.

The budget of the program in 2022 amounted to a maximum of approximately PLN 100 million. Meanwhile, from the program – as of December 28, 2022 – the amount of approximately PLN 291,000 was spent. zloty. The cost of administrative services at that time amounted to PLN 335,005.64.

Program changes

Piotr Uściński noted that “The Ministry of Development and Technology is constantly taking steps to increase the availability of existing solutions and adapt them to the current market realities.” As he reminded, the provisions amending the act will come into force on March 1.

“The changes consist, among others, in enabling a larger own contribution, enabling family repayments to be used by people who have accumulated higher funds to cover the value of real estate, abolishing the provision and on the minimum amount of the guarantee, raising the m2 price limit for premises purchased on primary market and secondary” – he explained, adding that the consequence of the changes is the change of the name “guaranteed housing loan” to “family housing loan”.

The Ministry of Agriculture and Tourism assumes that the above changes “will allow more people to qualify for the programme”.

Krzysztof Brejza comments

Senator KO Krzysztof Brejza, referring to the received answer, wrote about “a flop of the government program Flat without own contribution”.

“Only 329 people used this program in 2022. It seems that more people were involved in the graphics, advertisements, propaganda of ‘Pisowski Disorder’,” he wrote on Twitter.

In Brejza’s opinion, “the lack of accessibility of young people to housing is deepened by the government’s disastrous economic policy.” As he stated, from the program “Mieszkanie dla Młodych” introduced by the PO-PSL government – liquidated by PIS – 22,000 people benefited in 2015. As he explained, these are the accepted applications. “Throughout the entire programme, there were 110,000 applications, which were used by many more young Poles” – added the senator.

“22,000 apartments (2015) vs 320 apartments (2022). Almost 70 times less, a disaster” – summed up Krzysztof Brejza.

The Apartment for the Young program was launched in 2014. Initially, it attracted moderate interest, and as a result, part of the money allocated for subsidies to the own contribution under the housing loan was lost. In September 2015, an amendment entered into force, which introduced a number of changes to the act. The key was to enable the purchase of an apartment under the program on the secondary market. Previously, the co-financing covered only new flats.
