On Tuesday, the combined Senate budget and infrastructure committees voted in favor of supporting, without amendments, a bill that abolishes tolls for passenger cars on state highways.

On Tuesday, the Senate’s Budget and Public Finance Committee and the Infrastructure Committee discussed the amendment to the Act on Toll Motorways and the National Road Fund and some other acts. These regulations abolish tolls for using state highways, which are paid by drivers of vehicles with a maximum permissible weight not exceeding 3.5 tonnes (i.e. passenger cars and motorcycles).

Cost questions

During the discussion, the senators asked about the costs of maintaining motorways, which belong to the state and will be exempted from tolls for passenger cars under the new regulations. According to the data presented by representatives of the Ministry of Infrastructure, the cost of maintaining 1 km of the A2 motorway is PLN 131,000. PLN per year, and the cost of maintaining 1 km of the A4 motorway is PLN 301,000. zloty.

The senators also asked about the sections that are managed by concessionaires.

– With this act, we directly exempt passenger cars from tolls for traveling on state highways. We will also negotiate with the concessionaires the rules on which to abolish the payment for travel on sections managed by them – said Deputy Minister of Infrastructure Andrzej Bittel.

Both committees ultimately decided to support the amendment without amendments. The bill will now go back to the Senate for consideration.

Toll highway sections

Currently, toll sections of state motorways are A2 Konin – Stryków (approx. 99 km) and A4 Wrocław – Sośnica (approx. 162 km). However, the fee will still be collected by the Head of KAS for motor vehicles with a maximum permissible weight of over 3.5 tons and buses traveling on these motorway sections.

The Act also provides that it is forbidden for the driver of a vehicle with a total weight of over 3.5 tons to overtake a motor vehicle on a motorway and expressway with only two lanes for a given direction of traffic, unless the vehicle is moving at a speed significantly lower than the speed limit for the motorway. of heavy goods vehicles on a given road. The ban will not apply to vehicles carrying out cleaning, repair or modernization works on the road and emitting yellow flashing signals.

As explained in the explanatory memorandum to the draft, the introduced provision is intended to limit negative behavior in terms of road safety, i.e. blocking the left lane and exceeding the speed limit on motorways and expressways by drivers of heavy goods vehicles.

There are also three concession sections in Poland: A1 Rusocin – Nowa Wieś (approx. 152 km), A2 Konin – Świecko (approx. 255 km, of which the section of the Poznań ring road of approx. 17 km is free of charge) and A4 Katowice – Kraków (approx. 60 km). km), where tolls are collected by motorway concessionaires.
