President Russia Vladimir Putin arrived in Baku on Sunday for a two-day state visit, the Russian news agency RIA Novosti reported.
Putin will take part in the wreath-laying ceremony at the grave of the leader of the republic, Heydar Aliyev, and in the wreath-laying ceremony at the Eternal Flame monument.

The Russian President also has an official meeting scheduled with the president Azerbaijan Ilham Alijewem at the Zagulba residence. Then the leaders will hold talks and negotiations in an expanded format.
The agency said that the talks will discuss further development of Russian-Azerbaijani relationsstrategic partnership and alliance, as well as current international and regional issues.
At the end of the day, the leaders will visit the territory of the “White City” and the Cathedral of the Holy Myrrh-Bearing Women. The following day will be state reception in honor of Putin.
ICC issues arrest warrant for Vladimir Putin
In March 2023, the International Criminal Court issued Arrest warrant for Russian President Vladimir Putin, accusing him of being responsible for war crimes committed in Ukraine.
In an official press release, the ICC accused Putin “illegal deportation and displacement of people – including children – from areas Ukrainy occupied by Russia.”
Due to an arrest warrant, Putin did not attend last year's BRICKS summit in South Africa. The dictator connected remotely with the alliance participants, and the Russian Foreign Minister was formally the head of the delegation Sergei Lavrov.
