Vladimir Putin stated that Russia will deploy tactical nuclear weapons in Belarus. Declaration of States Possessing Nuclear Weapons

The declaration Mao Ning mentioned was signed last January, almost two months before the Russian invasion of Ukraine. A joint statement by the leaders of France, China, Russia, Britain and the United States was later posted on the White House website. We firmly believe that further proliferation of such weapons must be prevented.
