In Białystok, near the Branicki Palace, a public restroom was set up. It replaced the previous one, which, although it was built in October 2022, was never opened because it did not meet technical standards. The new one has to fulfill. The investment became known throughout Poland due to the costs, which were to reach over PLN 430,000. It turns out that in the end they will be reduced by the penalties paid by the contractors.

– At the moment it is difficult to say when the toilet will be opened. Technical acceptance is in progress – says Agnieszka Zabrocka, deputy director of the social communication department in the Białystok city hall.

Early October 2022 Rafał Rudnicki, the vice-president of Bialystok, announced on social media that a new public restroom was built in the park at Legionowa Street, near the gardens of the baroque Branicki Palace.

The price of the investment (which amounted to PLN 432,283.50 in total) made the entry widely commented on the web.

– Prices of construction works are verified by the market. The company carrying out this order was selected in a tender, Zabrocka said in October.

The first toilet was too small

Although the deadline given by the vice president for putting the toilet into use has long passed, it was still not possible to use it. It turned out that the facility erected by a consortium of two companies (from Białystok and Rybnik) has technical defects.

It was, among others o lack of vestibule and too small area of individual rooms. Therefore, the city authorities called on the contractor to adapt the facility to the technical conditions required by the regulations.

The acceptance committee set a deadline for removing defects by December 19, 2022. Later, the city agreed to extend further deadlines. In the end, the restroom was taken away by the consortium, and a new one was erected a week ago. It doesn’t look much bigger than before.

They will pay the fines

– The consortium informs that it meets all standards – emphasizes Zabrocka.

He adds that the final investment will not cost more than PLN 430,000. – The consortium will have to pay penalties for delays in the amount of 10 percent of the total value of the investment. That is over PLN 40,000 – explains the representative of the magistrate.

At the beginning of March, the Białystok authorities, in response to an interpellation submitted by the chairman PIS in the city council of Henryk Dębowski, gave the exact costs of the investment broken down into two categories.

The secretary of the city, Krzysztof Karpiszuk, wrote that “the cost of earthworks, connections, land development and documentation” is over PLN 256,000, and the cost of the toilet itself is over PLN 180,000.
