The General Inspectorate of Road Transport revoked the Bolt company’s license as an intermediary in the transport of passengers, “Dziennik Gazeta Prawna” reported. GITD confirms that the license for one of the companies that offer passenger transport services via the application has been revoked, but does not reveal which company it is. “The Bolt Rides PL company operates on the basis of a valid taxi broker’s license, fulfilling all the obligations arising from this, has never lost it and, to our knowledge, no proceedings are pending against it,” the company told TVN24 Biznes.
Information about the withdrawal of the license for “performing road transport in the field of passenger transport” for Bolt was first reported by the public benefit organization “Miasto Jest Nasz” on March 27, and on April 4 it was confirmed by “Dziennik Gazeta Prawna”.
Withdrawal of Bolt’s license – GITD position
We asked the General Inspectorate of Road Transport for a comment on this matter. The Office confirms that proceedings have been carried out and the license has been withdrawn for one of the companies that offer passenger transport services via the application, but does not reveal which company it is because the Office does not provide data on the company against which it conducts activities.
“The General Inspectorate of Road Transport, after carrying out administrative proceedings against one of the companies providing intermediation in the transport of passengers using the application, issued a decision to revoke the entrepreneur’s license to perform road transport in the field of intermediation in the transport of people. The revocation took place in connection with the violation of the provisions of the Road Transport Act It was found that the holder of a license to perform road transport in the field of passenger transport brokerage, performed these activities for an entity without the appropriate license. The entrepreneur submitted an application to GITD for reconsideration of the case. Activities are in progress. GITD does not provide data on the company against which it conducts activities,” Monika Niżniak, a spokeswoman for GITD, told TVN24 Biznes.
What about Bolt’s license – the company’s position
The possible revocation of the license for Bolt does not mean that the company and its application will stop working. In the summer, Bolt founded a new entity – Bolt Ride sp. z o. o., which operates in parallel to the main company Bolt Services, and also has a carrier’s license – informed “DGP”.
Bolt’s activity in the field of brokerage in the transport of passengers by taxi in Poland is run by Bolt Rides PL. Bolt Rides PL operates on the basis of a valid broker’s license in the transport of passengers by taxi, meeting all the resulting obligations, she has never lost it and to our knowledge there are no pending proceedings against her. As a Bolt company, we comply with the provisions of Polish law regarding the transport of people, taxes, as well as those introduced by the local administration,” Martyna Kurkowska, Bolt’s spokeswoman, wrote in the position sent to TVN24 Biznes.
She also added: “Operational changes of key importance for road safety have translated into corporate changes, including the creation of a new company. In this way, partners who have met the new, mandatory conditions for driver verification, from January this year. could start cooperation with a new company. As a result, over 8,000 partner drivers lost access to their Bolt account as of January 1. Since then, about 30 percent. of them provided the missing documents, which allowed them to work with the Bolt platform again.”
Regulations tightening the regulations of passenger transport
A bill to tighten the regulations governing the operating principles of companies offering passenger transport services – such as Uber or Bolt – is pending in the Sejm. The proposal prepared by the Secretary of State for Digitization includes additional regulations, such as requiring a taxi license from each driver, verifying no criminal record, knowledge of the Polish language at least at B1 level or the civil liability of intermediaries for any damage to passengers.
