On Tuesday, the government adopted changes to the government draft budget act for 2024. As explained, amendments have been introduced regarding the provision of funds for anti-turnout campaigns in connection with the parliamentary elections to the Sejm and Senate.
the Council of Ministers During Tuesday’s meeting, she dealt with, among others, draft self-amendment to the government’s draft budget act for 2024. The proposals were prepared by Ministry of Finance. The Government Information Center announced the adoption of the changes in a press release.
“Funds have been provided to finance the pro-turnout campaign related to the parliamentary elections to the Sejm and Senate – in a new special-purpose reserve intended for the activities of rural wives’ associations, brass bands and sports clubs, in communes with up to 20,000 inhabitants, in the amount of approx. PLN 07 billion,” we read in the announcement.
In addition, the changes concern securing funds for the adopted and already published multi-annual program “Government program for the development of the Eastern Carpathians and Roztocze area for 2023–2030”.
“Due to the current level of involvement of the funds from the special-purpose reserve ‘Funds for co-financing own tasks of local government units’ in 2024, due to multi-annual programs already implemented within the reserve and decisions issued by the Minister of Finance on ensuring financing of expenditure on own tasks of local government units, it is necessary is an additional increase in the reserve funds in the amount of PLN 100 million for the new multi-annual program ‘Government program for the development of the Eastern Carpathians and Roztocze area for 2023-2030’ – CIR reported.
According to assurances, state budget expenditure will remain unchanged.
“The expenditure of the state budget remains unchanged, i.e. PLN 849.3 billion. The source of financing for the changes will be a reduction in the expenditure of the general reserve of the state budget and the specific reserve “Funds for the implementation of surety and guarantee programs, other government programs supported by State Treasury guarantees, financing of instruments and programs of the European Investment Bank and for servicing debt, receivables and other financial operations of the State Treasury,” we read in the press release.
Budget-related Act
On Tuesday, the government also adopted a draft law on special solutions for the implementation of the budget act for 2024. “The proposed proposals correspond to the amounts included in the draft budget and ensure its correct implementation,” CIR emphasized.
As indicated, in 2024 there will be no increase in state budget expenditure on the remuneration of persons holding managerial state positions and the remuneration of deputies and senators compared to 2023.
Government representatives said that in 2024 it will be possible, among other things, to: making a payment of no more than PLN 500 million by the Government Agency of Strategic Reserves to the Government Road Development Fund.
A provision is also to be introduced according to which the increase in the remuneration of officers and professional soldiers next year will only apply to officers and professional soldiers still in service as of March 1, 2024. “The solution is intended to encourage officers and professional soldiers to remain in active service,” it was explained.
