Cars – European Union. Changes in equipment in 2022 – experts comment

Cars produced in the European Union from mid-2022 will be equipped with an intelligent speed control system and so-called black boxes. The changes are aimed at reducing the number of road accident victims. According to experts, as a result of the new equipment, car production will be even more expensive, which may translate into a further increase in car prices themselves. The reason is also the limitations in access to semiconductors.

Jakub Rybacki from the macroeconomics team of the Polish Economic Institute reminded that from mid-2022, all cars produced for the European Union and Great Britain markets will have mandatory intelligent speed sensors, the so-called Intelligent Speed ​​Assistance (ISA).

– These devices will determine the allowed speed based on the GPS signal. At the moment of speeding, the on-board computer will start to limit the engine power, which will reduce the acceleration of the car – he explained.

Rybacki noted that the current regulations assume that the ISA system will play an auxiliary role, i.e. it may be turned off by the driver. – I expect that this state of affairs will last longer, and the reason is quite prosaic – forcing behavior on drivers forcibly results in creative attempts to confuse systems, for example, to counterfeit the GPS signal. Today, we observe such a phenomenon in the case of fastening seat belts – said the representative of PIE.

In the opinion of the Deputy President of Carsmile, Michał Knitter, the European Union has a clear and consistent strategy to impose more and more stringent restrictions, guided by security, so it is difficult to argue with this. – For me personally, the most interesting question is what and to what extent the data collected in the “black boxes” of vehicles can be used (for example by the police during roadside checks) and what the consequences will be for the driver – he stressed.

As he added, purely theoretically, the increase in road safety, if it translated into a smaller number of accidents, could result in a reduction in insurance costs. – A drop in insurance prices, however, is unlikely due to the rapidly increasing repair costs. The constant retrofitting of cars with modern electronic systems translates into rising repair costs, with the industry moving towards replacing entire components instead of repairing, explained Knitter.

According to Rybacki, the insurance market will evolve towards granting incentives to use ISA technology. – It is quite possible to introduce discounts for driving with an active system and sharing data. An alternative solution will be to limit the scale of payments when the driver resigns from the support of the automatic system and has an accident – assessed the PIE representative.

Knitter pointed out that the intelligent speed control system is only one of the many mandatory elements of car equipment introduced by the EU. – In general, it can be said that the very restrictive and constantly tightened EU regulations in the field of safety and emissions make car production expensive and will be more and more expensive – he pointed out.

He added that the sales prices of cars increased by 10-15 percent year on year. is basically a constant trend in Poland, and next year it may be even worse due to the market situation and limitations in access to semiconductors.

– It cannot be ruled out that the increase of even 20 percent cannot be ruled out. In addition, the closer we are to the moment of complete switching to electromobility, the more severe the scale of car price increases may be – assessed the deputy head of Carsmile.
