Central Communication Port (CPK). An important decision regarding the Polish mega-airport

The Regional Director for Environmental Protection in Warsaw has issued an environmental decision for the construction of the airport and the railway junction of the Central Communication Port, Centralny Port Komunikacyjny has announced. As stated, this decision means the green light for the construction of the STH.

“The Regional Director of Environmental Protection in Warsaw has issued an environmental decision for the construction of the airport and the railway junction of the Central Communication Port. Now the company has an open way to apply for a location decision, and then a building permit” – he announced on Monday Central Communication Port.

Environmental decision for the CPK

It has been clarified that the environmental decision includes passenger terminal, buildings and facilities supporting the functioning of the airport, air traffic control tower, runways and taxiways, aprons, railway and road junctions, as well as accompanying infrastructure, e.g. hotels, commercial buildings and car parks. Its receipt enables the investor to additionally, e.g. removal of trees and bushes, conducting geological works and required archaeological and conservation research.

“The environmental decision issued by the RDEP in Warsaw means the green light for the construction of the STH with respect for people and the natural environment. Our goal is to run the project in an optimal way for the region – noted Marcin Horała, Deputy Minister of Funds and Regional Policy, government plenipotentiary for the STH. “More in July it is possible to obtain a promise of a building permit from the Civil Aviation Authority. This will open the door to submitting an application to the voivode for a location decision. The next step will be to apply for a building permit.

“Receiving a decision from the Regional Directorate for Environmental Protection (RDOŚ) in Warsaw in mid-2023 allows the company to maintain an ambitious schedule” – said Mikołaj Wild, the president of STH, quoted in the release.

It was recalled that in June the Minister of Infrastructure approved the Master Plan for the STH, and the company adopted the conceptual design of the airport and railway station.

It was added that the environmental report for the STH, submitted to RDOŚ in October 2022, was the basis for the application for a decision and included approx. 20,000. pages with attachments. It was noted that the study is the result of several months of natural research by a team of, among others: botanists, ichthyologists, ornithologists, herpetologists, chiropterologists, acousticians, surveyors and geologists. The environmental decision is over 350 pages long.

“Citizens could submit their comments on the report as part of public participation. As a result, the RDOŚ in Warsaw received several hundred applications – a total of over a thousand questions and requests, to which the Regional Director referred in the decision on environmental conditions” – informed the STH in a release.

The next phase of the project

It was indicated that the CPK project moved from the planning phase to the design and construction phase. Advanced design work for the passenger terminal and the railway station is carried out for the CPK by the British consortium Foster+Partners as the master architect – “the conceptual design is ready, and construction work is underway” – added.

STH also informed that at the same time the process of selecting a strategic partner for the planned STH airport, i.e. a minority shareholder of the airport company, which will be responsible for the construction and management of the airport, is underway. The State Treasury will retain at least 51% of shares. “Currently, there are only three foreign entities on the shortlist of investors – each with extensive experience and a recognized global reputation,” the company said.

It was noted that since the beginning of the year, the first construction preparatory works have already been carried out on a “large scale”: demolition, removals and geological drilling. “According to the schedule, the first stage of the STH airport, i.e. two parallel runways and infrastructure to handle 40 million passengers a year, is to be launched in 2028.” – reported in the communiqué. The CPK company is 100% owned by the State Treasury.
