Central Communication Port. The first tender for the CPK audit canceled – Maciej Wilk comments

Centralny Port Komunikacyjny canceled the tender for an audit regarding the verification and assessment of investment schedules for the airport and railway parts. No reason for this decision was given. This is the first of eight tenders for the CPK audit.

Centralny Port Komunikacyjny is a State Treasury company established to prepare and implement investments under the same name. The Central Communication Port is a planned transfer hub between Warsaw and Łódź, which is to integrate air, rail and road transport.

CPK canceled the first audit tender

As the Central Communication Port announced on Wednesday, “in order to ensure the highest quality of the audit” including the verification and assessment of the company’s schedules for the airport and railway parts in the field of the so-called railway lines. “Y”, a decision was made to cancel the audit tender procedure without giving a reason.

The documentation of the procedure shows that the tender was announced on February 9 this year. As part of the tender procedure on February 27 this year. the offer selected as the most advantageous was: HMJ sp. z o. o. from Warsaw, Projekt Plus sp. z o. o. from Warsaw and TECH-TOR Sp. z o. o. from Warsaw (these companies submitted an offer jointly).

CPK estimated the value of the order net of goods and services tax at PLN 355,815.04. Selected companies presented an offer with a gross value of PLN 387,450.00. The second highest offer in terms of price was submitted by Instytut Dróg i Lotnisk Sp. z o. o. and CCM Sp. z o. o. – PLN 444,817.20 gross. The most expensive offer was presented by the following companies: Infra – Centrum Doradztwa sp. z o. o. and IPOPEMA Securities – PLN 1,211,550.00 gross.

“Pressure makes sense”

The president of the TAKdlaCPK Association, aviation market expert Maciej Wilk, commented on the invalidation of the tender on the website X (formerly Twitter). “Pressure makes sense,” he wrote.

Earlier in the day, Wilk wrote that a consortium of companies won the tender “despite the expert’s experience in the field of railway investments being assessed as zero points.” In his opinion, “the selected entities do not have the competence, experience and – above all – reputation to provide an expert opinion on a project of this scale.”

The expert pointed out that this is the first of eight tenders for the CPK audit.

On Tuesday in Katowice, the government plenipotentiary for the Central Communication Port, Maciej Lasek, announced that the audit regarding the construction of the airport and high-speed railway is to be ready in mid-2024. The audit results are to be submitted to the government, which will make the final decision on the airport and railway lines.
