The second level of alert BRAVO and the third level of alert CHARLIE-CRP throughout the country will be in force until the end of May – informed the Government Center for Security. The orders in this regard were signed by Prime Minister Mateusz Morawiecki.
The BRAVO grade is for the threat of terrorism, and the CHARLIE-CRP is for cyberterrorism.
In accordance with the orders of the head of government, the alert levels cover the whole of Poland, and the BRAVO level also covers the Polish energy infrastructure located outside the country. Ranks are valid until May 31, 12:00 p.m. 23.59.
Extension of the alert levels
BRAVO is the second on a four-point scale of alarm level. It can be introduced if there is an increased and foreseeable threat of a terrorist event. MIA emphasizes that the step is preventive in nature. It is related to the current geopolitical situation in the region, i.e. hybrid attacks carried out by the Russian Federation and Belarus against Poland and other European Union countries, as well as with the consequences of armed conflict Russia’s attack on Ukraine.
From March last year, BRAVO was in force in the Lubelskie and Podkarpackie voivodships, and in the following month it covered the entire territory of the country. In October, it was extended to energy infrastructure located outside Poland, such as Baltic Pipe.
In turn, CHARLIE-CRP was introduced to counter threats in cyberspace. Such a high level of alert – the third out of four possible – is in force in the country for the first time. The Prime Minister introduced it on February 21 last year. Earlier, from the middle of that month, the first stage of ALFA-CRP was in force.
“The alert levels are primarily a signal for the security services and the entire public administration to remain particularly vigilant” – emphasizes the Ministry of the Interior and Administration. The Prime Minister introduces them on the basis of the provisions of the Act of 10 June 2016 on anti-terrorist activities.
In the case of the BRAVO rank, the tasks of the services include, among others: increased control of large groups of people, public facilities and other facilities that may become the target of terrorist attacks. Uniformed officers and soldiers securing target locations are required to wear long guns and body armor. Administration tasks include: introduction of bans on entry to kindergartens, schools and universities for unauthorized persons.
At the CHARLIE-CRP emergency level, it is necessary to ensure round-the-clock duty of administrators of key systems for the functioning of individual institutions. You should also be prepared to implement business continuity plans in the event of a potential attack, including the rapid and non-failure shutdown of servers.
“During the application of the alert level, special attention should be paid to any non-standard situations and potential threats, for example: people behaving unusually, packages, bags or backpacks left unattended in public places, cars (especially transport cars) parked near assembly places” – reminds MIA.
Safety during the alert levels also depends on the vigilance of citizens. “Do not underestimate any information about the threat! Immediately notify the services by calling 112” – appeals the Ministry of Internal Affairs.
