Children beaten, dragged, imprisoned and starved. Indictment in the case of the Kamieniec center has been brought to court

Starvation, pulling, kicking and insulting – all of this was allegedly experienced by children with mental illnesses at the “Pałac Kamieniec” Treatment and Rehabilitation Center in Kamieniec. An indictment has just been filed with the court, covering eleven former employees of the facility. A psychiatrist who allegedly prescribed medication to children without any basis will be held accountable in a separate trial.

Employees of the “Pałac Kamieniec” Treatment and Rehabilitation Center in Kamieniec allegedly abused minors in their care. As established by the District Prosecutor's Office in Gliwice, children with mental illnesses were deprived of meals, imprisoned in isolation cells, fastened with seat belts, pulled, kicked and insulted. They were also given huge doses of sedatives. – (The accused – ed.) forced the minor victim to clean up the waste. Then she took the child to a place that was not monitored – the bathroom – and there she poured the waste on the girl – says Karina Sprus, spokeswoman for the District Prosecutor's Office in Gliwice.

An indictment has been filed with the court, covering eleven former employees of the facility. – A preventive measure was applied to these individuals in the form of a ban on practicing as a teacher, educator or paramedic, respectively. These individuals no longer work at this facility – informs Karina Sprus.

A psychiatrist who allegedly prescribed medication to children without justification will be held accountable in a separate trial.

The investigators' findings are confirmed by representatives of the Patient Rights Ombudsman's office. In recent years, they have visited the Kamieniec Palace twice. – We have found violations of patient rights. These violations concerned the patients' right to dignity and privacy, to services provided with the latest medical knowledge – says Damian Marciniak, director of the Department of Mental Health at the Patient Rights Ombudsman's Office.

“Organized in a penitentiary model”

The investigation covered the period from the end of 2020 to mid-2022. Since then, the management of the facility has changed twice. The current president has been there since May last year. – The children asked us for a meeting and there they told us what one of the people was supposed to do to them. We recorded the meeting, made a transcript, and reported the case to the prosecutor's office – informs Zbigniew Bajkowski, president of the Center Therapeutic and Rehabilitation Center “Pałac Kamieniec” in Kamieniec.

The facility has had a terrible reputation for years. – When you leave there, all you want to do is cry – this is how therapist Joanna Ławicka, who worked there as an external consultant, said about the reality of the center in December 2023. – It was organized in a penitentiary model, i.e. like a reform school, a prison – a place where children are held as a punishment. And most children probably interpret it this way, because I myself witnessed a conversation between two children, where the girl asked the boy: “what are you doing here for?” – Ławicka reported.

“Pałac Kamieniec” is the only center of this type in Poland for children suffering from mental illnesses and disorders. It is financed by the Silesian Voivodeship.
