Limiting subsidies from the Clean Air program only to heat pumps and wood gasification and pellet boilers, which will be on the list of green devices and materials – these are some of the changes that will come into force in April.

On Friday, the Clean Air program website announced the changes introduced in the program in April.

Changes in Clean Air

According to the published information, there will be an obligation to select heat pumps, wood gasification boilers and pellet boilers only from those included in the list of green devices and materials (the UTI list). This means that only devices included on the list will be eligible for a subsidy from the Clean Air program.

Another change will be the limitation of the possibility of co-financing beneficiaries in the third part of the program – this is the highest possible level of co-financing. It was explained that if he used such assistance once, he would be able to apply for funding for subsequent buildings only under the first part of the program (basic level of funding). In this case, the subsidy will be lower.

The changes will enter into force on April 22, and on June 13, 2024, the transitional period for completing the necessary documentation for manufacturers of heating devices will end.

A wave of pumps from Asia

At the end of February 2024, the National Fund for Environmental Protection and Water Management (NFOŚiGW) made a decision on changes to Clean Air, which concerned the co-financing of heat pumps. Experts and the industry pointed out that the Polish market offers many devices manufactured in Asia that do not meet the requirements and do not correspond to the technical parameters described in the description. At the beginning of September last year The National Fund for Environmental Protection and Water Management pointed out that dishonest sellers take advantage of the funding for these devices offered by the fund.

The industry also indicated that buyers of heat pumps have difficulty distinguishing high-quality devices, e.g. manufactured in Poland by a Polish manufacturer, from Chinese ones that may not meet the requirements.

ZUM, i.e. the list of green devices and materials, is maintained by the Institute of Environmental Protection – National Research Institute (IOŚ-PIB). It includes devices offered by manufacturers for which you can obtain a subsidy.

For over five years of Clean Air operation, almost 700,000 contracts have been signed under the program to co-finance the replacement of non-ecological heat sources, as well as to improve the energy efficiency of the building, e.g. by insulating it.
