Clean Air Program. Transfer in the amount of PLN 760 million from KPO funds

The largest anti-smog program in Poland has received a record amount – announced the Minister of Funds and Regional Policy Katarzyna Pełczyńska Nałęcz. This is part of the money allocated to the program from the National Reconstruction Plan.

A record amount of PLN 760 million was paid from the Polish Development Fund for the Clean Air program – the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, announced on Thursday on the “X” platform.

This is a program that allows you to receive funding or a loan for thermal modernization of real estate.

“Today is a record payment for the Clean Air program. The PFR transfer amounted to PLN 760 million. In total, we have already invested almost PLN 10 billion from KPO,” wrote Pełczyńska-Nałęcz on the “X” platform (formerly Twitter).

In April this year Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz provided information about the launch of record payments of funds from the KPO, including, among others, PLN 507 million for the “Clean Air” program.

European Commission in April, it paid Poland EUR 6.3 billion from the National Reconstruction Plan. This is the equivalent of approximately PLN 27 billion. As Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, said, PLN 1.6 billion of this money will go to the Clean Air program.

Moreover, the Minister of Climate and Environment, Paulina Hennig-Kloska, announced in April that PLN 6.4 billion from the EU program of European Funds for Climate and Environment Infrastructure (FEnIKS) will be allocated to the implementation of the Clean Air program. An agreement on this matter was concluded between the National Fund for Environmental Protection and Water Management and the provincial environmental protection funds, which are the operators of the program.

The minister said that PLN 6.4 billion should be enough to replace 111,000. heat sources and enable thermal modernization of nearly 100,000 single-family houses. The investments should also contribute to reducing emissions of 0.5 million tons of CO2 per year.

Clean air 2024. New criteria

The Clean Air Program is the largest anti-smog program in Poland. Owners of single-family houses can receive funds to replace non-ecological, high-emission old furnaces (so-called stoves), as well as to improve the energy efficiency of the building, e.g. by insulating it. Its budget is PLN 103 billion.

According to the decision of the Fund's management board, Clean Air subsidies in 2024 will be granted only to heat pumps and wood gasification and pellet boilers, which will be on the list of green devices and materials. However, there will be a transitional period until June 13, during which producers and distributors who take over the manufacturer's responsibilities when introducing the product to the Polish market will have to complete the necessary documentation and tests for the heating devices they offer. After June 13, it will not be possible to receive a Clean Air subsidy for heat pumps and wood boilers that are not on the UTI list kept by the Institute of Environmental Protection.

In the new edition of the Clean Air program, the possibility of co-financing beneficiaries in the third part of the program is limited. This is about the highest possible level of funding. If a homeowner eligible for this part of the program uses such a subsidy once, he or she will be able to apply for funding for subsequent buildings only under the first part of the program (basic level of funding), which means that the financial support will be lower.
