The hospital of the Ministry of Interior and Administration in Warsaw “embezzled” public funds, which, as a covid supplement, “never went to the medical staff” working in the hospital at the National Hospital – we read in the notification submitted to the prosecutor’s office, which was received by tvn24.pl. The Ministry of Interior and Administration Hospital replies that “it did not declare the payment of covid allowances in job offers for employment in the Temporary Hospital”.
An anaesthesiologist (asks to remain anonymous), who has been working in a temporary hospital at the National Stadium since October last year, emphasizes in an interview with tvn24.pl that doctors from all over the country have often abandoned their jobs to come to this hospital. The facility offered “slightly higher rates” than other facilities, but ultimately, as our interviewee emphasizes, did not pay the employees any covid allowances.
Medics rent a law office
– The hospital presented us with different versions, explaining, among other things, that they did not get any money. Then some people asked to sign annexes, which showed that the rate is divided by half and half between the hospital of the Ministry of Interior and Administration and the National Health Fund – says the nurse. – I found a law firm that had investigated the case, sent the hospital requests for payment and threatened to notify the prosecutor’s office. We did not receive any response from the hospital for a total of four months – he adds.
He informs that 60 members of the medical staff submitted a request for payment to the hospital of the Ministry of Interior and Administration, and nine signed a notification to the prosecutor’s office.
In the notification submitted at the beginning of October, tvn24.pl received it, it was emphasized that the temporary hospital at the National Stadium was not a “separate entity or treatment facility”, but “an organizational unit of the Central Clinical Hospital of the Ministry of Interior and Administration in Warsaw”, which was responsible for recruiting to work of medical personnel.
“Moreover, in the published job advertisements, hourly rates were indicated and it was explicitly declared that the work would also be entitled to an allowance of 100 percent of the monthly salary financed by the National Health Fund” – the announcement reads.
The hospital “misappropriated public funds”
Additional remuneration – as noted – results from the order of the Minister of Health, in which “he obliged the President of the National Health Fund to award additional remuneration for work in connection with combating the COVID-19 epidemic to people working in the medical profession”.
The notification emphasized that “Central Clinical Hospital of the Ministry of Interior and Administration in Warsaw, despite collecting public funds for the payment of covid allowances, as well as declaring their payment in published job offers, has not made an appropriate payment of allowances to medical personnel to date”.
“The Central Clinical Hospital of the Ministry of the Interior and Administration in Warsaw cheated not only the National Health Fund, but also its employees. Until now, it has not performed its obligations, namely it has not provided the National Health Fund with information about additional cash benefits for employees of the temporary hospital, because they Thus, it should be stated that he misappropriated the public funds received, as they never ended up in the hands of authorized persons, ie medical personnel providing services in the Temporary Hospital “- it was noted in the notification.
The list of facilities that received covid supplements, published in March by the cowzdrowiu.pl portal, shows that PLN 68.9 million was allocated to the hospital of the Ministry of Interior and Administration.
“There were no separate funds for covid supplements”
The tvn24.pl portal asked about the matter the press services of the hospital of the Ministry of Interior and Administration in Warsaw. The head of the Patient Service Department, Iwona Kania, in response, emphasized that the hospital did not receive information about the notification “by any persons employed in the Temporary Hospital”.
“The hospital did not receive any separate funds from the National Health Fund for the payment of covid allowances for the staff employed in the Temporary Hospital, and thus there was no situation where, having obtained such funds, the Hospital would not pay them to these people. Any information to the contrary and innuendo are false.” Kania pointed out.
According to her, the hospital “did not declare the payment of covid allowances in job offers for employment in the Temporary Hospital”, and “people working in the Temporary Hospital during the pandemic received salaries in accordance with their contracts with the Hospital”.
“The rates included in the contracts reflected the fact that the staff of the temporary hospital work only with patients infected with coronavirus. To this end, employees voluntarily entered into contracts with the hospital and entered the recruitment process” – added the representative of the hospital of the Ministry of Interior and Administration.
