The Central Communication Port is a planned transfer junction between Warsaw and Łódź. As part of this project, the government wants to create the CPK capital group with the participation of, inter alia, Przedsiębiorstwo Państwowe “Porty Lotnicze” (PPL) – said Marcin Horała, deputy minister of infrastructure and plenipotentiary for the Central Communication Port. As he indicated, the company CPK Lotnisko will eventually appear in the new one.
– PPL is a state-owned enterprise. According to the solutions planned by us, we want to transform them into a joint-stock company in which the State Treasury will be the sole shareholder – said Marcin Horała in an interview with the Polish Press Agency in the sidelines of the 30th Economic Forum in Karpacz.
It is about the draft act on improving the investment process of the Central Communication Port of the government plenipotentiary for the Central Communication Port of Marcin Horała, who at the end of July this year. appeared on the website of the Government Legislation Center. One of the provisions of the project is the commercialization of PPL, which would take place no later than 6 months from the date of entry into force of the proposed regulations.
– A merger is necessary; merger of PPL with CPK. And to carry out this merger, it is much easier to change PPL from a state-owned enterprise to a commercial company, and then transfer PPL’s shares to the capital of CTH – said Horała. As he pointed out, “it is absurd for the target moment for Poland to have two competing state entities managing airport infrastructure”.
According to the provisions of the project, the role of the CPK special purpose vehicle is to be strengthened. For example, it is to receive the same authorizations as the railway infrastructure manager, i.e. PKP PLK. It was indicated that it was about the possibility of expropriation for the purposes of building railway lines for the State Treasury along with establishing the right of perpetual usufruct.
The deputy minister said that the bill was at the stage of consultations. – We also accept various comments to this act, which includes a whole range of other important solutions, including railway solutions, investment facilitation and land purchase issues. I hope that the Sejm will pass this law at the turn of the year – he said.
Chopin airport in Warsaw
The “Polish Airports” State Enterprise manages Chopin Airport, it also holds shares in companies such as managing regional ports, such as in Kraków, Rzeszów, Modlin or Poznań.
Horała reminded that as part of the STH concept, in 2018 a decision was made to transfer the main, line passenger traffic from Warsaw Chopin Airport to STH. – So at this point, one independent PPL company would have to slow down, cut costs, while the other, i.e. CPK, would be looking for people to work on the market. Thanks to the merger, all those working at PPL will have continuity of work, a future guaranteed within the STH, which will require the employment of specialists, various aviation professions, i.e. those professionals who currently work at PPL. PPL, as an element of the CPK group, can already prepare them for this – the government plenipotentiary explained.
The PPL capital group includes specialized companies that provide services for passengers, goods and airplanes at Polish airports (Welcome Airport Services and Lotniczy Dworzec Towarowy Wrocław) and an entity conducting non-aviation activities: ACS – activities in the field of protection and security control of passengers and luggage at airports.
According to the deputy minister of infrastructure, thanks to this decision, various organizational and technical solutions will also be improved, eg in the field of security protection systems, baggage transport system. – It will be possible to implement, test and improve them at an already operating airport. So PPL can be an excellent resource of know-how, solutions that will later find their continuation and can be developed – said Horała.
As he added, the airport in Radom being built by PPL is intended as an airport complementary to the CPK. According to the deputy minister, “economically it will not stick together if it will be in two economic entities”.
CPK Lotnisko – a new company
Marcin Horała announced that “ultimately in the CPK Group – very likely – there will be a company called” CPK Lotnisko “. – The STH company itself is actually a bit of a quasi state office – the infrastructure manager, 100 percent owned by the State Treasury and which, for example, has a statutory obligation to support the activities of the CPK representative – said the deputy head of the Ministry of Infrastructure.
He explained that the new company “CPK Lotnisko” will be more business-oriented, which will create the possibility of taking up a minority stake by an industry investor.
– The key assumption is to maintain Polish control in this company, i.e. 51 percent of the shares must remain on the Polish side. And this company will already be raising capital and building the airport directly. The basic assumption is that in the airport component, the majority of financing will not be charged to the state budget, said the government plenipotentiary.
Central Communication Port – location
When asked about the exact location of STH, Horała said that it would be the moment of issuing the final, valid environmental decision. – Investor delimitation, that is the variant with which we will go for the environmental decision – I maintain that this fall – he said.
The Central Communication Port is a planned transfer node between Warsaw and Łódź, which will integrate air, rail and road transport. The Solidarity Airport is to be built on approximately 3,000 hectares, which in the first stage will be able to serve 45 million passengers per year. The CPK is to be built by 2027 along with the implementation of the necessary connections with the components of the rail and road network.
