Electric cars. The Ministry of Climate and Environment forecasts 1.5 million electricians in 2030

The Ministry of Climate wants to have over 1.5 million electric cars on Polish roads by 2030. However, the other side of the coin is the huge increase in demand for electricity. The ministry has prepared an act to regulate this market. According to the Electromobility Counter, at the end of March 2024, there were 108,331 electric passenger cars on Polish roads.

In 2030, there will be over 1.5 million electric cars in Poland – according to the forecast of the Ministry of Climate included in the OSR of the draft amendment to the Act on biocomponents and liquid biofuels. The new regulations are intended to implement the EU RED II directive regarding, among others, wider use of electricity in transport.

This concerns the draft amendment to the Act on biocomponents and liquid biofuels and certain other acts, published on the website of the Government Legislation Center (RCL) on Wednesday.

Increase in electromobility in Poland and energy demand

According to the forecast of the Ministry of Climate and Environment regarding the development of electromobility in Poland included in the Regulatory Impact Assessment (IASR), the number of electric cars is to increase from 127.9 thousand in 2024 to nearly 1 million 504 thousand in 2030.

According to the forecast, in 2025 it will be 194.1 thousand; in 2026 – 293.4 thousand; 2027 – 442.3 thousand; in 2028 – 665.8 thousand; in 2029 – just over 1 million.

Due to the growing number of electric cars, the ministry anticipates an increase in demand for electricity in transport. The proposed regulations – as emphasized in the OSR – are intended to enable the development of the domestic sector, in particular alternative fuels, e.g. biomethane and other low-emission alternatives, e.g. electricity from Renewable energy.

The new regulations provide for the definition of, among others: annual NIT levels (National Indicative Target) until 2030 – the so-called access path; limits for the use of first generation biofuels in the settlement of the transport target, the minimum share of advanced biofuels in the implementation of the National Index.

When will production of Jizera start?

Government PIS also wanted to fill Polish streets with electric cars. The flagship project was the creation of a Polish electrician, i.e. Izera.

ElectroMobility Poland SA is responsible for its production. The company was established in October 2016 as a joint venture of four state-controlled energy concerns: PGE, Energa, Enea and Tauron. Currently, the majority shareholder is the State Treasury, which holds 90.8 percent. shares; the remaining shareholders, i.e. PGE, Enea, Tauron and Energa, controlled by Orlen, have 2.3% each. shares. The company's task is to prepare the production of Izera electric cars.

In March this year EMP has chosen the general contractor of the Izera factory – Mirbud. The parties signed a letter of intent conditioning the signing of the agreement on obtaining corporate approvals by EMP. The cooperation is to be confirmed by a separate contract for general contracting of the investment after EMP obtains corporate approvals.

According to EMP, the selection of the general contractor and the signing of appropriate contracts would enable the launch of mass production of cars by mid-2026. So far the company declared the launch of production of the Polish electrician in December 2025, and sales – in 2026.

Unfulfilled promises by Prime Minister Morawiecki

In March 2017 the Council of Ministers adopted the Electromobility Development Plan in Poland “Energy for the Future”. The then Deputy Prime Minister and Minister of Development were responsible for this project Mateusz Morawiecki and Minister of Energy Krzysztof Tchórzewski.

Already in 2016, Prime Minister Mateusz Morawiecki announced that over the next 10 years, one million electric cars will fill Polish roads.

– Today, there are only one million electric cars in the world. We actually aspire to dynamically develop our mobility of electric cars to this number within ten years – said Prime Minister Morawiecki during the presentation of the plan's assumptions in June 2016.

In 2020, she addressed the topic Supreme Chamber of Control, which determined that at the end of 2019, there were 9.6 thousand electric vehicles registered in Poland, which constituted less than 20 percent. the goal set for that year.

In turn, according to the Electromobility Counter prepared by the Polish Alternative Fuels Association (PSPA) on end of March 2024, a total of 62,629 passenger and commercial cars (BEVs) were registered in Poland. At the end of March 2024, there were 108,331 electric passenger cars on Polish roads. The fleet of fully electric passenger cars (BEV, battery electric vehicles) numbered 56,270 units, and the fleet of plug-in hybrid electric vehicles (PHEV, plug-in hybrid electric vehicles) – 52,061 units. Number of delivery vehicles and trucks with electric drive was 6,387 pieces.
