The cogeneration fee rate in 2024 is to be PLN 4.96 per megawatt hour (MWh). This is according to the draft regulation prepared by the Ministry of Climate and Environment. This would mean that the rate would remain at this year’s level. The cogeneration fee is one of the items on the electricity bill.
On Monday, a draft regulation of the Minister of Climate and Environment on the cogeneration fee rate for 2024 was published on the website of the Government Legislation Center. The proposal was submitted for public arrangements and consultations.
Pursuant to the regulations, the minister responsible for energy is obliged to determine the rate by way of a regulation, after seeking the opinion of the President of the Energy Regulatory Office, by November 30 of each year.
Cogeneration fee in 2024
As indicated in the regulatory impact assessment attached to the project, the fee will not be changed to protect electricity consumers against bill increases. The rate is to be PLN 4.96/MWh.
“Taking into account the forecasted balance of funds in the cogeneration fee account as of December 31, 2023, it is proposed to set the cogeneration fee at the 2023 level, i.e.: PLN 4.96/MWh (taking into account reductions in the cogeneration fee for energy-intensive consumers)” – it was explained.
Estimates of the Ministry of Climate show that this will mean an average burden of approximately PLN 12.4 per year for one household. Assuming that the average annual electricity consumption is 3 MWh.
Capacity fee rates will increase next year. The rates were announced by the Energy Regulatory Office on Friday. It is also one of the components of the electricity bill.
What is a cogeneration fee?
As indicated in the justification, the purpose of the cogeneration fee is to support cogeneration, i.e. the simultaneous production of heat and electricity.
The support mechanism for electricity from high-efficiency cogeneration is financed from the cogeneration fee as part of the tariffs of electricity system operators, which means that the costs of operating the support are transferred to all electricity consumers in proportion to the volume of energy consumed.
In accordance with the regulations, the funds obtained from the cogeneration fee are transferred by the transmission system operator to the settlement operator responsible for settling fees and paying support.
The regulation will enter into force on January 1, 2024.
