Electricity prices in 2024 should fall in relation to the rates that have been approved for this year, said Rafał Gawin, President of the Energy Regulatory Office, during the 15 TIME Economic Forum on Wednesday. However, he stipulated that prices “compared to 2020 will probably be higher”.

On Wednesday, the President of the Energy Regulatory Office, Rafał Gawin, took part in the panel “Impact of regulations on investments and economic development” during the 15th TIME Economic Forum, which takes place in Warsaw. He pointed out that the prices of gas or coal are stabilizing, which does not mean that energy prices return to pre-war levels. – I meet many comments that they will not be so low anymore. It is hard to expect that we will return to such low energy prices as two years ago in a very short time – said the President of the Energy Regulatory Office.

Electricity prices in 2024

Gawin added that the answer to high energy prices is to use sources that have low costs – especially variable ones. – Of course, where we have high investment costs, investment processes must be supported. The state plays a big role here. In response, we get energy with much lower variable costs, which in turn means that energy prices will decrease – explained the President of the Energy Regulatory Office.

– I strongly believe that a greater share RES should contribute to the fall in energy prices, he noted. He added that such thinking can also be seen in companies that invest in green energy.

When asked about next year, Gawin assessed that the prices approved by the Energy Regulatory Office in tariffs should fall in relation to those approved for this year. – But also the question of what is the reference point, because compared to 2020 they will probably be higher – he reserved.

– As for the perspective of next year, the tariffs that we regulate – and these are households – I expect that in the tariff itself the prices should be lower than those that apply to the current year. Will they be higher than in previous years? Probably yes – emphasized the President of the Energy Regulatory Office.

At the same time, Rafał Gawin pointed out that it was not known what the provisions on customer protection would be. – However, we also do not know the regulations that will result from the law and which concern customer protection. Such regulations have the right to appear and if they appear, they will determine to a large extent what prices will be used in settlements with final customers – emphasized the President of the Energy Regulatory Office.

Electricity tariffs account for about half of the final electricity bill.

Electricity price freeze

This year, electricity prices are frozen at the level from 2022, but this does not mean that we do not pay more for energy. According to the regulations, the freeze applies up to certain annual consumption limits: 2 megawatt hours (MWh) per year for a household, 2.6 MWh for households with people with disabilities and 3 MWh for families with a Large Family Card and farmers.

After exceeding the consumption limits, consumers will be billed for each additional kilowatt-hour of energy consumed according to tariff rates or price lists applicable in that year. There is an electricity price limit of PLN 693 per megawatt hour.

At the same time, changes were made to the so-called anti-inflation shield, which has been operating in a truncated form since 2023. The VAT rate applicable to electricity and heat returned to 23%. (from 5 percent earlier).

About 60% of the households use energy tariffs. households.
