On Wednesday, the Sejm passed an act on freezing electricity prices for households until the end of September 2025. Local governments and public utility entities will also have frozen energy prices until the end of March next year.

412 MPs voted for the adoption of the act, three were against and 14 abstained. Now the bill will be considered by the Senate.

– Energy prices will not change after January 1, 2025. Households will receive bills based on the same calculations they receive now, said Minister Paulina Hennig-Kloska before the vote.

The act primarily provides for maintaining the maximum amount until the end of September 2025 electricity prices at the level of PLN 500 per MWh net, but only for households.

During parliamentary work, an amendment was introduced to the project providing that local government units and sensitive entities will be able to benefit from the maximum price of PLN 693 per MWh net, but only until the end of March 2025. This solution is to cost an additional PLN 150 million, for which the government he agreed.

The Act also provides that sellers ex officio of electricity will submit applications to the President of the Energy Regulatory Office by April 30, 2025 to change their tariffs, valid until the end of 2025. If the trading company obliged to do so does not submit such an application, the payment of compensation for sales will be suspended. energy below the tariff price.

Exemption from the capacity fee

The new regulations also provide for the extension until mid-2025 of the exemption from the capacity fee for those customers who consume electricity for their own needs from consumption points with a voltage of at most 1 kV. These recipients are mainly households.

When the capacity fee was suspended in mid-2024, it ranged from PLN 2.66 to PLN 14.9 net per month, depending on the energy consumption in a given household. The capacity fee goes to the transmission operator PSE. The act provides that PSE will receive compensation from the COVID-19 fund.

The cost of protective solutions for households until September 30, 2025 was estimated by the government at PLN 3.7 billion, including an additional PLN 150 million for local governments and public utility entities, and an additional PLN 398 million in 2026 for subsequent settlement of compensation. In total, it amounts to PLN 3.98 billion. The cost of suspending the capacity fee until mid-2025 was calculated at PLN 1.476 billion. In total, the entire intervention will cost just over PLN 5.6 billion.
