Estonia. Expert: hybrid warfare tactics in the Taiwan Strait transferred to the Baltic Sea

According to the Estonian broadcaster ERR, the tactics of hybrid warfare in the Taiwan Strait are being transferred to the Baltic Sea, as evidenced by the rupture of undersea cables in both regions. ERR refers to Toomas Hanso, an expert from the International Center for Protection and Security.

The Estonian radio and television station ERR reported that several pipelines, power and internet cables have been damaged in the Baltic Sea over the last 18 months, mainly connecting Finland with other countries, including Estonia, Sweden and Germany. She recalled that the last such case took place on December 25, 2024.

“In at least two cases, the damage to the cables was caused by abandoned anchors dragged by ships. It is suspected that these are sabotage activities, but it is difficult to prove, which is typical of hybrid warfare,” we read on the website. The author of the text stated that the ships involved in these incidents fly the flag of Hong Kong, China and the Cook Islands and have links with Russia.

Toomas Hanso, an expert at the International Center for Protection and Security (ICDS), noted that these incidents are not unique. As he calculated, over 30 fiber optic cables have been connected in recent years alone Taiwan with nearby islands were severed, potentially intentionally, by Chinese ships. The last such event was recorded on January 3, 2025.

Proposed changes to the regulations

After the EstLink 2 power cable was damaged in December, several countries including Estonia, Finland and Lithuaniaproposed changing international maritime regulations to prevent further incidents. However, according to experts, this will be very difficult because it requires the consent of other countries, including Russia and China.
