Flood. Funds from the “start-up loan” reallocated to flood victims

The funds from the “start-up loan” are to be allocated for housing construction, as part of aid for flood victims – announced the Deputy Minister of Development Jacek Tomczak. He assured that “funds are guaranteed for next year within the reserve”. – As soon as it is possible, we can launch this program – he declared.

– In the current situation, the funds from the “start-up loan” have been reallocated for flood victims in the scope of residential construction, for the reconstruction of communes, municipal buildings, renovations, thermal modernization and construction of new buildings that are to meet the needs of flood victims – informed on Wednesday during the session of the Sejm Infrastructure Committee, Deputy Minister of Development and Technology Jacek Tomczak.

– Nevertheless, we have these funds guaranteed for next year as part of the reserve, so as soon as there is such a possibility and there is a consensus in the Polish parliament on this matter, these funds are guaranteed and we can launch this program at any time – assured the deputy minister.

What about the credit program?

On September 11 this year, Minister of Development and Technology Krzysztof Paszyk informed that funds for social housing, “Start Credit” and ownership construction “are included in next year's budget”. As he added then, according to preliminary estimates, the first year of operation of the credit program next year would cost slightly over PLN 500 million and “this is not the dominant amount of funds allocated for housing next year, in the amount of almost PLN 4.5 billion”.

According to information from the Ministry of Finance, the draft budget for 2025 allocates PLN 4.28 billion for housing construction, of which PLN 1.6 billion is in reserves.

The Ministry of Agriculture and Rural Development is responsible for the draft act on the start-up housing loan. According to earlier announcements, the new housing loan, replacing the Safe Credit 2% and the family housing loan, is to provide financial support in the form of subsidies for installments. According to the proposal, the condition for obtaining subsidies under the project would be to meet income criterionwhich was based on first tax bracketi.e. annual income of PLN 120,000 gross.
