> Asked by Prime Minister Tusk about the difference in forecasts of the Odra River in Wrocław in comparison with the data from Wednesday evening, the head of IMGW explained that “the day before, with so many hydrotechnical devices that level the measurement, we are not able to determine the state with such accuracy as at other stations, for example in Opole and Oława”. – We are already seeing a very slight increasethis is not what we noted at night. Our forecast is actually the most probable of all – he emphasized.
> The President of the State Water Management Authority Polish Waters, Joanna Kopczyńska, said during the crisis management meeting that The biggest problem at present is seepage from the embankment on the Mała Panew River in the town of Czarnowąsy. – There is a high risk of flooding of the sewage pumping station and the nursing home in Czarnowąsy, where disabled people, including children, stay – she said. She added that the Volunteer Fire Department and 130 soldiers are on site.
> Kopczyńska also informed that in the town of Stary Żagań (Lubuskie Province) at about 4 p.m. the water overflowed from the riverbed and poured into the mine tanks. The tanks are currently overflowing and emergency services have been dispatched to the scene.
> In Lądek-Zdrój, as a result of the inventory of buildings, 75 buildings were classified as posing a threat to the people staying there, and in Stronie Śląskie 31 – said on Thursday Senior Brigadier Michał Kamieniecki, who has been responsible for crisis management in Stronie Śląskie and Lądek-Zdrój since Wednesday. – Since yesterday, we have taken over the coordination of tasks related to crisis management – emphasized Senior Brigadier Kamieniecki. In Stronie Śląskie and Lądek-Zdrój, separate staffs have been established.
> Kamieniecki emphasized that road and municipal infrastructure is destroyed in many places. – There is no gas in many towns, the sewage system is damaged, sewage collectors are damaged, blocked. There is an equally big problem with the sewage treatment plant. In most places there is electricity and water – said Senior Warrant Officer Kamieniecki.
Remedial actions
> During the meeting of the crisis team in Wrocław, Kopczyńska informed that as far as the Odra level is concerned, it is currently in Wrocław, 26 cm are missing to launch the Odra-Widawa canal. She added that Polish Waters are in contact with the city crisis office. – If the water rises, we'll turn it on – she emphasized.

> Kopczyńska said that as for the Mietków reservoir, there is a drop in the water level on the reservoir itself, which means that no more excess water is flowing into it– Since we predict that this trend will continue, we will try to reduce the discharge value – she said.
> Kopczyńska pointed out that Racibórz polder works normally, collects and holds water and this water will not flow to Wrocław. It is about 65% full. The president said that there are minor incidents such as damage or leaks. – We are operating everywhere, cooperating with all services – she assured.
> Commander WOT Brig. Gen. Krzysztof Stańczyk informed that Today's priorities are the evacuation of people in the towns of Żelazno (Lower Silesia), Głębocko (Opole), and Lewin Brzeski (Opole). In addition, strengthening of flood embankments and further cleaning of the areas.
> The WOT commander also stressed that an important task will also be to prepare the bridgeheads in Głuchołazy (Opolskie) – for the construction of a temporary bridge by sappers. – I would like to emphasize the very important role of sappers. 620 soldiers work every day, evacuate and, above all, prepare areas for building bridges – he noted.
> The WOT commander also summed up the recent work of his subordinate soldiers, including providing assistance to the local community and strengthening the embankments. – The embankments in Lewin Brzeski and Narok (Opole Province) were strengthened. Due to the worrying weather forecasts, this task has been interrupted, however, it will be continued today – he noted. He also said that the strengthening and supervision of flood embankments by WOT also took place on the Odra and Bóbr rivers.
> Senior Brigadier Michał Kamieniecki informed that Humanitarian aid is being organised in Stronie Śląskie (Lower Silesia) and Lądek-Zdrój (Lower Silesia). He added that his goal is not only to cover municipalities, but also smaller ones in this area. – I want an officer to reach every apartment to identify needs. In this way, the help will be coordinated. We also have to coordinate the organization of the removal of flood waste. The military's support consists of cleaning the apartments. The military uses its equipment to remove it further. We have to organize such temporary removal places – said Senior Warrant Officer Kamieniecki.
> During the meeting with the Prime Minister, the Chief Commander of the State Fire Service, Senior Brigadier Mariusz Feltynowski, also spoke. – Over the last 24 hours, approximately 12,000 rescuers from the Volunteer Fire Department and the State Fire Service were involved, nearly 700 vehicles, 66,000 firefighters, which we have in the four flood-affected voivodeships. – said the commandant.
> Feltynowski also presented additional tasks that firefighters have recently completed. – Froma “mapping” of the Odra River from the border with the Czech Republic was made. From Racibórz to Opole, the Mietków, Nysa and Odra regions – he listed, adding that it was also possible to implement streaming, among others, from the power plant in Tychów, the mouth of the Bóbr to the Oder. – We have ongoing monitoring of what is actually happening – he assured.
> First Deputy Commander-in-Chief of the Police, Roman Kuster, informed that “5,800 police officers were used in the previous 24 hours. 5,170 police officers were planned for that day, including 800 support police officers from Poland.“. – At any time we are able to transfer 2,200 policemen in the form of sub-units from the country – he said.

> On Wednesday, the Chief Police Commander Marek Boroń reported that there had been five incidents of looting and seven people had been detained. – Today we have nine incidents (looting) and three more people were arrested – informed the First Deputy Commander-in-Chief of the Police, Roman Kuster, at a briefing.
