Floods in Poland 2024. More areas under the state of natural disaster. Lubuskie Voivodeship added

A regulation was published in the Journal of Laws on Saturday expanding the areas covered by the state of natural disaster due to floods. Several areas from the Lower Silesian and Lubuskie provinces were added.

On Saturday, a regulation of the Council of Ministers was published in the Journal of Laws amending the previous regulation on the introduction of a state of natural disaster in parts of the Lower Silesia, Opole and Silesian Voivodeships.

According to the new regulations, the state of natural disaster has been extended to include: Lower Silesian Voivodeship: about the Zgorzelec district, the Oława urban commune and the Oława rural commune in the Oława district, the Kąty Wrocławskie commune and the Sobótka commune in the Wrocław district. In the title of the regulation and its provisions, a new voivodeship was also added – Lubuskie. In Lubusz Voivodeship this concerns the urban-rural commune of Szprotawa, the city of Żagań, the city of Małomice and the rural commune of Żagań in Żagań county.

The regulation enters into force on the date of its announcement.

Another change to the regulation

Previously, the need for an urgent amendment to the regulation was explained in the government's legislative work schedule by “dynamic changes in the natural disaster – the flood that hit central Europe in September, including the south-western part of the territory of the Republic of Poland”.

The government declared a state of natural disaster on Monday. The regulation was introduced for 30 days following the day of its announcement. This means that it will be in force until October 16 inclusive.

Initially, the status of a natural disaster covered the following counties: in the Lower Silesian Voivodeship – Kamienna Góra, Karkonosze, Kłodzko, Lubań, Lwówek, Świdnik, Wałbrzych and Ząbkowice, as well as the cities with county rights Wałbrzych and Jelenia Góra. In the Opole Voivodeship – Brzesko, Głubczyce, Kędzierzyn-Koźle, Krapkowice, Nysa, Opole and Prudnik. In the Silesian Voivodeship – Bielsk, Cieszyn, Pszczyna and Racibórz, as well as the city with county rights Bielsko-Biała.

On Tuesday, the territory covered by the state of natural disaster was expanded to include further counties in the Lower Silesian province – Dzierżoniów, Lubań and Świdnik, and in the Opole province – Brzesko, Kędzierzyn-Koźle, Opole and Krapkowice counties.

By virtue of a regulation published in the Journal of Laws on Friday, the government has once again expanded the area covered by the state of natural disaster to include the counties of the Lower Silesian Voivodeship: Bolesławiec, Jawor, Legnica and Złotoryja.

What the document enables

In these areas, during the state of natural disaster, restrictions on freedom and human rights and citizens: the obligation to empty or secure residential premises or other rooms; an order to evacuate from specific places, areas and facilities at a specified time; an order or prohibition to stay in specific places and facilities and in specific areas; as well as an order or prohibition of a specific method of movement.

The aim of the regulation is to introduce solutions as quickly as possible to provide the necessary and most urgent assistance and support to residents, employers, entrepreneurs and other entities from areas affected by a natural disaster.
