The Congress of the French Parliament voted on Monday to include the right to abortion in the French constitution, which will be the first such provision in the world. At a joint meeting of both houses of the French Parliament, the bill was passed by an overwhelming majority.

The joint session of both houses of the French Parliament, during which the bill was voted on, was held in Versailles. The debate was opened by the President of the National Assembly, Yael-Braun Pivet, the first woman to hold this position.

– Women France We say we will never go back. We say to the women of the world that we will support them, said Pivet.

Prime Minister Gabriel Attal said that France is the “homeland of women’s rights” and a pioneer in the fight for them. He also called the adoption of the law a “historic step.” – We have a moral debt to women (…) who suffered – added the head of government.

780 parliamentarians voted for the act and 72 against it.

The Associated Press recalled that the National Assembly, the lower house of parliament, adopted with an overwhelming majority of votes the law modifying the 34th article of the constitution already in January (493 votes to 30), and the Senate – on Wednesday (267 votes to 50), and therefore the Congress vote on Monday was only a formal confirmation of these decisions.

Emmanuel Macron’s pledge

Work on the act was initiated in November 2022 by the National Assembly, which supported the inclusion of the “right to voluntary termination of pregnancy” in the constitution. France is the first country to adopt such a law. The initiative regarding his project was supported even by the French right and the extreme right, AFP emphasized.

The initiative to guarantee such a right in the constitution was a reaction to the decision of the US Supreme Court of June 2022, which deprived women of the federal guarantee of the right to abortion, which – as AFP wrote – shocked the French parliament and public opinion. Organizations began to work to appropriately modify the constitution human rights. – Since the right to abortion “was withdrawn in the US, there was nothing that made us think that such a risk would not arise in France,” Laura Slimani of the Fondation des Femmes told Reuters.

The AP noted that support for abortion rights in France is very high and recent survey showed that it still remains at a level exceeding 80%. The same public opinion poll showed that the vast majority of respondents supported including such a right in the constitution

President Emmanuel Macron announced at the end of October last year that the draft constitutional law would be sent to the Council of State and presented to the government by the end of 2023. A few days later, at the annual meeting in Lourdes, the project was criticized by French bishops. The president of the French Bishops’ Conference (CEF), Eric de Moulins-Beaufort, then announced that “abortion (…) cannot be understood solely through the prism of women’s rights.”
