Free motorways for passenger cars are to concern two state sections in the first place. We will try to do it by the next summer holidays so that the motorways for which the General Directorate for National Roads and Motorways, i.e. the state, are responsible, will be exempted from tolls as soon as possible, Prime Minister Mateusz Morawiecki said on Tuesday.

PiS president Jaroslaw Kaczynski on Sunday he announced the abolition “in the shortest possible period” of tolls for passenger cars for using motorways managed by the state, and in 2024 for private motorways or those managed by such companies.

Prime Minister Mateusz Morawiecki was asked how the Law and Justice proposal regarding free motorways relates to the fact that the government has committed itself in one of the milestones to promoting rail transport and whether, therefore, it will not affect the efforts to obtain funds from the National Reconstruction Plan.

– Are railways or highways mutually exclusive? Absolutely not. Coffee does not exclude tea, it is possible and necessary to develop both the railways and the network of expressways, national roads, expressways and highways. And we are doing it, we are systematically increasing this availability – said the head of the government.

But at the same time – as Prime Minister Morawiecki said – “we want to increase accessibility for those who have less affluent wallets, and therefore we will also present a schedule in a short time, so that we try to do it by this holiday, by the next holiday, so that the highways for which he is responsible General Directorate for National Roads and Motorwaysi.e. the state, that they should be exempted from fees as soon as possible.

Tolls are now collected on only two sections of state highways. These are the sections managed by the General Directorate for National Roads and Motorways: A2 Konin – Stryków (approx. 99 km) and A4 Wrocław – Sośnica (approx. 162 km).

The head of government also announced talks with private concessionaires. There are three concession sections in Poland: A1 Rusocin – Nowa Wieś (approx. 152 km), A2 Konin – Świecko (approx. 255 km, of which approx. 17 km of the Poznań ring road is free of charge) and A4 Katowice – Kraków (approx. 60 km ), where tolls are collected by motorway concessionaires.

– Of course, we will start talks and negotiations with private concessionaires, so that from the new year we will also present a plan for the elimination of gates and a plan for free travel on motorways and expressways in Poland. As in GermanyAs in some countries, we want passenger cars to be able to travel on motorways free of charge, said Mateusz Morawiecki.

– This is not inconsistent with the development of railways, on the contrary. Let these two communication components complement each other, summed up the Prime Minister.

Stalexport Autostrada Małopolska comments

The Stalexport Autostrada Małopolska company, which is the concessionaire of the A4 motorway on the Katowice – Kraków section, indicated in a reply sent to TVN24 that the proposal PIS has a political dimension and as such has not yet been discussed.

“The intention to abolish motorway tolls, including concession sections, which include the A4 motorway between Katowice and Krakow, has the dimension of a political declaration at the moment. As such, it has not been the subject of discussions between the concessionaire and the relevant state institutions” – said Rafał Czechowski , SAM SA spokesperson.

“The basis for presenting a position on the initiative to abolish tolls on the A4 Katowice-Kraków would be for Stalexport Autostrada Małopolska SA a specific project of such a solution presented by the Ministry of Infrastructure, taking into account all aspects of the concession until its expiry in 2027” – added a representative of Stalexport Autostrada Małopolska. .

In July 2022, Minister Adamczyk announced that the concession for the section of the A4 motorway between Katowice and Krakow would not be extended. The contract with Stalexport Autostrada Małopolska expires in March 2027.
