From Konstancin to Piaseczno only a detour. And there a shuttle

Inhabitants of the Piaseczno poviat have been in traffic jams for over a year. The reason is two road investments. One of them, referred to as the largest in the region, concerns the expansion of voivodship road number 721. In parallel, the work also takes place on a poviat road, which drivers use to bypass the excavated route between Piaseczne and Konstancin-Jeziorna.

The expansion of voivodship road 721 between Piaseczne and Konstancin-Jeziorna started in the spring of last year. For over 12 months, residents have been dealing with traffic difficulties. At the beginning of the work, road workers narrowed the road and introduced a one -way traffic on it. You can only travel from Piaseczno to Konstancin-Jeziorna.

A detour was marked in the opposite direction. Personal cars in Konstancin-Jeziorna should go along Chylicka Street to Długa, and then Oldchylicka in Chylice and Chyliczkowska in Piaseczno, to national road number 79, which crosses the renovated DW721.

This detour is also used by Piaseczno going to Konstancin-Jeziorna to avoid an extended ride along the excavated route.

Two neighboring investments

Recently, however, a problem has arisen, which the inhabitants of the Piaseczno poviat complain about. The construction of a bicycle road has started on Starochylicka Street in Chylice. A shuttle traffic is implemented at the place of conducting works, and this extends the journey time on an additional route.

We asked officials whether both renovations were agreed at the same time.

A spokeswoman for the Mazowieckie Provincial Road Administration Monika Burdon told our editorial that no conversations were taking place in this matter. This unit is responsible for the reconstruction of DW721. When asked if the residents report problems in connection with the conduct of work at the neighboring, she stated that that investment was outside the scope of MZDW. “We don't know the details and problems related to construction,” she added.

In turn, Magdalena Markuszewska, the manager of the Promotion Office at the Poviat Starosty in Piaseczno, explained that the reconstruction of poviat road No. 2814W, i.e. Oldchylicka, began as early as 2023, i.e. before the reconstruction of the DW721. As she pointed out, the next stage of the investment is currently underway, consisting in the construction of a bicycle and walking and bicycle route from Zielona Street in Piaseczno to the intersection with Dworska Street in Konstancinie-Jeziorna.

At the same time, she admitted that so far only two telephone comments on the applicable traffic organization were received by the eldership.

– We try to minimize the difficulties occurring, among others by introducing the shuttle movement only temporarily during critical stages of construction. We mention that this is dictated by the need to ensure road safety – emphasizes Markuszewska.

As he informs, the current work began at the end of March this year, and the contract with the contractor provides for their completion until July 14. – The scope of the investment includes the expansion of poviat road number 2814W. The project involves the implementation of a walking and bicycle path, the reconstruction of the low voltage overhead power network, and the reconstruction of individual and public conventions – he calculates.

Our reporter Mateusz Mżyk overcame the expanded provincial route number 721. As he describes, the road connecting Piaseczno with Konstancin-Jeziorna is the streets of Okulickiego, Przesmycki, Wschodnia, Pułaskiego and Piaseczno. During the journey, he noticed the situation several times that on the sections where the movement should only take place in one direction, drivers ignore the bans and drive against the tide.

– Okulickiego Street is entirely open. The new road is ready. Przesmycki Street is partly completed, but traffic is still allowed only towards Konstancin-Jeziorna. However, it happens that drivers drive in both directions – he reports.

He continues to say that Wschodnia street is mostly dug up. On it, movement is only one -way. Then you enter Pułaski, which is mostly ready and cars drive on it in both directions.

– The last episode, i.e. Piaseczyńska, is mostly dug up. Movement is only possible towards Konstancin -Jeziorna – says Mżyk. – Legally and in fact you can get this route from Piaseczno to Konstancin, but most of the road is dug up, you go in deep pits, and in rainy weather in puddles. From Konstancin to Piaseczno, a passage this way is impossible – he concludes.

They introduced monitoring to catch breaking recipes

– Traffic is still at the construction site, which causes the need to travel to the property by traveling. In addition, due to the need for conventions to individual properties, the inhabitants of these properties may have temporary access to them – describes the spokeswoman of the Mazowieckie Provincial Road Administration.

He also confirms the observations of our reporter and admits that, unfortunately, road workers are quite often witnessing to ignore the prohibitions of entry and driving. – This behavior causes difficulties to drive other vehicles as well as hinders the conduct of works – emphasizes Burdon.

He also explains that after the introduction of solutions, such as additional marking and monitoring of vehicles breaking the regulations, the number of vehicles ignoring the traffic rules applicable at the construction site has been reduced. – At the moment, complaints regarding the current organization are sporadically influenced – notes the spokeswoman.

“Restoration of full journey in both directions is planned for the end of 2025,” Burdon announces.

One of the largest investments in the region

The expansion of the DW721 is a joint investment of the Mazowieckie Provincial Road Administration and the communes of Piaseczno and Konstancin-Jeziorna. On the Konstancin-Jeziorna website we read that this is one of the largest tasks of this type in the region.

Officials calculate that the scope of work includes: complete reconstruction of the road structure, modernization of 13 intersections, reconstruction of existing gas and water supply networks, construction of 12 new bus bays and 7 road culverts, implementation of over 9 kilometers of rainwater sewage system and the construction of 2 retention reservoirs.

All works are to be completed in November 2026, while the road should formally be put into use at the beginning of 2027. The investment cost is over PLN 84.2 million.
