Funds for KPO are still blocked, but some have already reached Poland? We explain the words of Prime Minister Morawiecki

As there was no money for KPO, there is no, because Poland did not meet the conditions to which it committed itself. Mateusz Morawiecki claims that half of this money is already in Poland, and the other half is blocked at the request of the opposition. Why such a statement?

During Saturday’s meeting of Mateusz Morawiecki with the inhabitants of Kościerzyna, a question was asked about funds from the EU reconstruction fund. – Some of this money is already flowing to Poland. The second part, blocked by judges and commissioners, and blocked at the request of people from the Civic Platform, is waiting, Mateusz Morawiecki replied.

The promised PLN 770 billion is the total amount due to Poland of the part of the EU budget for the next few years and our part of the EU pandemic fund. From this first budget pool, Poland is already receiving, yes, but only technical advances. When paying the final sums, Brussels will check whether Poland does not violate the rule of law, as Prime Minister Mateusz Morawiecki agreed to such a condition. The second pool, funds from the EU reconstruction fund, i.e. money for the famous KPO, could have been in Poland for a year, but they are not. – 100% responsibility for the lack of funds from the KPO lies with Prime Minister Morawiecki and the Law and Justice government – believes Miłosz Motyka, PSL spokesman.

– He agreed (the prime minister – editor’s note) to conditions that he is unable to meet today – notes Michał Kamiński, deputy speaker of the Senate from PSL. Mateusz Morawiecki actually negotiated the payment terms with Brussels himself. One of them was to be implemented by the latest law on the Supreme Court, but when it seemed that the matter was coming to an end, the president referred this regulation to the Constitutional Tribunal.

– I can confirm that we have informed the Polish side that this law can solve the problem, but not all problems around the Polish judiciary – said the deputy head of the European Commission Vera Jourova, noting that it is only about the first milestone. Brussels says there is nothing left to do but wait for the law to enter into force. There is an ongoing conflict in the Constitutional Tribunal and it is not yet known whether and when the Tribunal will rule on this act. – In my opinion, he will not speak out, and even if he does, that it will succeed this year, I think it is very unlikely – says Adam Szłapka, an MP from Nowoczesna.

The impasse continues

– We do not know the calendar of Mr. Jarosław Kaczyński, because perhaps he has an appointment with the president of the Constitutional Tribunal for some dessert and they will make a decision there – guesses Robert Obaz, MP of the New Left. The prime minister is always calm. – I’m calm. This money will come to Poland calmly, and projects from the so-called KPO are already being implemented. We are not waiting for anything anymore, we are just implementing these projects, so please don’t worry about that, the prime minister appealed on Saturday.

Some PiS projects started to be implemented with national funds, but this is a temporary solution. For example, in Italy, Spain and Portugal, EU grants are already being invested in full swing. At the beginning, the Polish government was also delighted with the vision of huge EU funds, but in the meantime the position has clearly changed. What used to be called the “New Marshall Plan” money suddenly became “relatively small sums”. This is how the rulers began to say when problems with the implementation of payment conditions appeared on the Polish side. – I regret that the European Union authorities are looking for excuses not to pay out these funds – said Bartłomiej Wróblewski, PiS MP.

– The European Union will block this money, wanting to help the Civic Platform and the Left win the elections. It will not succeed. We will win the elections and the funds will go to us – assured Artur Szałabawka, PiS MP. The opposition replies that the government is lying about reality. – Well, unfortunately, PiS did not withdraw from breaking the rule of law, and this was the main condition for unlocking money from KPO – notes Rafał Trzaskowski, Mayor of Warsaw. In addition to problems with money that could be and work in Poland, and they do not exist and do not work, we also have a problem with money that we owe to Brussels. These are penalties for non-compliance with the CJEU decision. – For this irresponsible behavior of PiS, for breaking the constitution, we pay the bill. Really very sad, thinks Trzaskowski. We owe Brussels two and a half billion zlotys for the activities of the Disciplinary Chamber created by PiS alone. Some of this sum has already been deducted by Brussels.
