The President of the Energy Regulatory Office wants to reduce gas prices in tariffs, writes “Dziennik Gazeta Prawna” on Monday. On the other hand – according to the newspaper – the government is planning protective measures for business recipients. So-called accounting holidays may be introduced.

According to “DGP”, the President of the Energy Regulatory Office, Rafał Gawin, decided to intervene in the gas market. – Due to the drop in raw material prices on the wholesale market, we have decided to take systemic measures and have already called on several entrepreneurs to lower prices in tariffs – informs the daily Rafał Gawin, President of the Energy Regulatory Office.

Among these enterprises is PGNiG Retail turnover, which is responsible for almost 90 percent. market. “If companies do not reduce tariffs, URE may inform the Settlement Manager, which will withhold compensation payments introduced when gas prices increased,” the newspaper explains.

Gas prices 2023

Michał Smoleń from the Instrat Foundation points out that Polish households will not be directly affected by tariff adjustments, because they benefit from frozen prices. But lower compensation paid to gas sellers is positive news for public finances, Smoleń points out in an interview with “DGP”.

The Act on the Protection of Certain Consumers of Gaseous Fuels in 2023 provides for the freezing of gas prices this year at the 2022 level. Pursuant to the act, gas sellers are obliged to apply a maximum price of PLN 200.17 per MWh in settlements with end users. Distribution fees have also been frozen. At the same time, from the beginning of 2023, the VAT rate on gas returned to 23%, temporarily it was 0%.

Smoleń indicates that gas prices on European markets have fallen by 50% since mid-December. and are already lower than before the invasion Russia to Ukraine. – However, we are still at levels three or four times higher than before 2021 – he points out.

Accounting holidays

According to “DGP”, the government is preparing the so-called accounting holidays on a pattern credit holidays and expanding the list of energy-intensive enterprises, e.g. for bakeries and dairies.

According to the daily, holidays are to be granted for four months a year. According to the newspaper’s sources, the presentation of the details of the planned solutions is a matter of “days, maybe weeks”.

Support in this matter is to be provided by the Polish Development Fund and Bank Gospodarstwa Krajowego.

Solutions “more protecting heat consumers”

Minister of Climate and Environment Anna Moscow Last week, it announced that additional regulations to protect heat consumers would be introduced soon. The head of the Ministry of Culture and Environmental Protection emphasized that “through abrupt changes in the prices of energy raw materials, the heating industry is facing the problem of high gas prices”. “Therefore, we will soon introduce additional regulations to protect heat consumers even more,” Moscow said in a Twitter post. She also wrote about ensuring compensation and capping increases for citizens.

The spokesman for the Ministry of Culture and Environment, Aleksander Brzózka, when asked to whom the aid will go, indicated, among others, on residents of blocks of flats – recipients of system heat, as well as on the so-called sensitive recipients, i.e. schools, hospitals or nurseries.
