The dispute over the new ambassador to NATO is not just about another tension between the government and the president. The government wants, but the president does not want to agree, for Jacek Najder to replace Tomasz Szatkowski. He claims that the government violated procedures. Andrzej Szejna, deputy minister of foreign affairs, assures that the president is informed about everything.

President Andrzej Duda defends the Polish ambassador to NATO, who was appointed during the government of the United Right, and does not agree to his dismissal. – (Tomasz Szatkowski – editor's note) should never have become an ambassador and should return to Warsaw as soon as possible – says Tomasz Siemoniak, Minister of Internal Affairs and head of services.

The government wants Ambassador Szatkowski to return before the NATO summit in Washington scheduled for the first half of July.

– The attempt to remove him from the facility just before the NATO summit actually leads to disruption of our preparations for the NATO summit and one may ask whether the commission on Russian influence should deal with it – suggests the president. – We are counting on the president's openness. Collaboration is important here. I would like us to go to the NATO summit as integrated as possible, says Władysław Kosiniak-Kamysz, Deputy Prime Minister and Minister of National Defense.

However, the case of Ambassador Tomasz Szatkowski may involve a Russian thread. When he was the head of the Foundation of the National Center for Strategic Studies, his entourage included, among others, Jacek Kotas, called by the media Macierewicz's Russian liaison, and Colonel Krzysztof Gaj, known for his anti-Ukrainian and pro-Putin views.

– During Macierewicz's rule, they ended up in the Ministry of National Defense or in the “orbit” as advisors – points out Grzegorz Rzeczkowski, a journalist of “Newsweek”.

“Macierewicz supervised the whole thing. We know what the verification committee was”

Tomasz Szatkowski became deputy head of the Ministry of National Defense, a trusted person of Antoni Macierewicz, whose connections with the Russian agent are now being investigated by the Polish services. – President Duda said about Macierewicz: he uses SB methods. And we are talking about such a person – reminds Siemoniak.

Szatkowski, when applying for the post of ambassador to NATO, did not immediately obtain a positive recommendation from the Sejm Foreign Affairs Committee, even at a time when Law and Justice had a majority in the Sejm. The president agreed to his candidacy anyway, even though he was well aware of his role in the verification commission for the Military Information Services.

– Macierewicz supervised the whole thing. We know what the verification commission was. It was a commission for the destruction of Polish counterintelligence and revealing its resources, including those of Russia, Rzeczkowski points out.

“Mr. President is informed about everything. It is impossible to conduct foreign policy otherwise.”

The president announced that he would present the candidate for ambassador to the prime minister, but he must know that he has no right to do so. According to the Foreign Service Act of 2021, which he signed, he appoints and dismisses ambassadors, but at the request of the head of diplomacy, which was accepted by the prime minister.

– Mr. President is informed about everything. It is impossible to conduct foreign policy otherwise, provided that foreign policy is the competence of the Polish government – assures Andrzej Szejna, Deputy Minister of Foreign Affairs.

The government already has a new candidate for ambassador to NATO. This is Jacek Najder, who held this position in 2011-2016. He received a positive recommendation from the Sejm Foreign Affairs Committee. However, the ambassador cannot be recalled without the president's consent, but he can be summoned to the country for consultations and a charge d'affaires sent in his place, i.e. lowering the rank of the embassy.
