A prescription for narcotic and psychotropic substances may be issued without examination of the patient, if no more than three months have elapsed since the last examination. The prescribing of prescriptions for these agents is to be preceded, inter alia, by verification in the electronic database of medical events – provides for the regulation of the Ministry of Health published in the Journal of Laws.
The Regulation of the Minister of Health on narcotic drugs, psychotropic substances, category 1 precursors and preparations containing these drugs or substances provides that up to three prescriptions may be issued for preparations containing narcotic drugs and psychotropic substances for consecutive periods of use not exceeding a total of 90 days of use.
Changes in prescriptions
The amended regulations specify that a prescription for a preparation containing a narcotic drug, a psychotropic substance or a category 1 precursor (chemical substances with potential use in the production of drugs) is issued after prior verification by the person issuing the prescription via the Electronic Platform for Collecting, Analyzing and Sharing Digital Resources with Medical Events or after collecting an interview from the patient that the amount and type of medicinal products prescribed to the patient on prescriptions issued and dispensed is not sufficient for the proper conduct of pharmacotherapy.
The amendment also indicates that a prescription for narcotic and psychotropic drugs may be issued without examining the patient only if no more than 3 months have elapsed since the last examination of the patient.
These provisions do not apply to a general practitioner chosen by the patient by submitting a declaration.

The amended provisions also provide that in the event of issuing a prescription for a preparation containing a narcotic drug, psychotropic substance or category 1 precursor during the period of use of this preparation, its equivalent or substitute, the medical documentation also describes the course of verification via the Electronic Platform for Collection, Analysis and Dissemination Digital Resources on Medical Events or after collecting an interview from the patient.
The regulation enters into force 14 days after its announcement.
