Talks are underway with the Minister of Finance Andrzej Domański on changes to the health insurance contribution. They are good – said the Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz (Poland 2050) in “One on One” on TVN24. She emphasized that “we promised this as a coalition and we have to see this matter through to the end”. Referring to the words of one of the Left MPs, she said that she does not go around the media and “does not escalate towards coalition partners”.
The ruling coalition has several concepts on how to change the way health insurance contributions are calculated. In March, the finance minister Andrzej Domanski together with the Minister of Health Isabela Leszczyna from the Civic Coalition presented the assumptions of changes to the health insurance contribution for entrepreneurs. Poland 2050 submitted its draft amendments to the health insurance contribution to the Sejm, and its own projects were also announced Polish People's Party and the Left.
Ryszard Petru (Polska 2050-TD) wrote on Tuesday on the X portal that “we are close to an agreement on reducing health insurance contributions with the Ministry of Finance”. “At this stage, the proposal would only apply to entrepreneurs. Employees would be covered by the reduction when the public finance sector deficit falls below 3% of GDP. That is, around 2027. This is a reasonable compromise,” he added.
Pełczyńska-Nałęcz on “good talks” with the Minister of Finance
Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz (Polska 2050) asked about this statement on Thursday, she said that “talks are ongoing with Minister Domański”. In response to the fact that they have been ongoing for a long time, she replied that “now they are, I would say, constructive and intensified”. – These are good talks. And I want to say that the Minister is really a very good, substantive and constructive partner for talks – she added.
– Thanks to Poland 2050, it is a fact that the issue of the health insurance contribution, which is in the coalition agreement, was, I would say, posed assertively, that it must be implemented. We promised this as a coalition and we must bring this matter to an end – she emphasized.
– There are very different positions of different parties, and even within the parties there are discussions, because this is a serious substantive issue. These are very different dilemmas (…) and there is also an iron consensus that the healthcare system cannot suffer from this. At the same time, the Polish disorder, as I would call it, has really caused such burdens for some, especially for micro-entrepreneurs, that instead of building Polish development, it is starting to kill this Polish development – said the minister.
– There is no development, there are no contributions. Therefore, a balance must be found between ensuring that the healthcare system does not suffer at all, saving budget funds because we know what situation we are in, and finally, providing relief to micro-entrepreneurs – she assessed.
On Monday, the Marshal Szymon Holownia he said that the health insurance contribution from fixed assets This is one of the greatest absurdities of the Polish Deal, which must be removed. – It does not cure anyone's health. It kills Polish companies, Polish small companies, enterprises, sole proprietors. And this must also be remedied – he said.
Pełczyńska-Nałęcz: I am not escalating towards coalition partners
The host of the program, Rafał Wojda, quoted a statement by one of the Left MPs commenting on Hołownia's words. “Extremely irresponsible action by Marshal Hołownia. It is clear that the Third Way leads towards a lack of solidarity, undermining trust in the Polish state and its institutions,” she said.
– Please quote me one sentence where I somehow disrespectfully, excessively critically escalated towards any of our coalition partners – said Pełczyńska-Nałęcz.
– The difference with this statement is that we do not go around the media, at least I do not go around and escalate towards the coalition partners, we just sit over the numbers, over the data, over real solutions with respect for the budget and the possibilities that Minister Domański is giving today. We sit for hours and look for a good solution. I am convinced that this solution will be – the minister emphasized.
