At Tuesday's government meeting, ministers will deal with, among other things, a draft law on honorary benefits for people who have reached the age of 100. As before, the benefit is to be independent of the right to a retirement or disability pension.

The bill prepared by the Ministry of Family, Labour and Social Policy is intended to replace the current – non-statutory – mechanism for granting an honorary benefit to persons who have turned 100.

Monthly honorary benefit

Currently, monthly honorary benefits are granted by the president of the Social Insurance Institution pursuant to the decision of the Prime Minister of 1972 and are treated as so-called exceptional benefits.

“This practice is well-established and consistent with social expectations. In the current constitutional realities, however, the principles and procedure for granting honorary benefits should be regulated in an act, and not in an act of internal law, adopted several dozen years ago in other political realities” – the MRPiPS justifies the proposed change.

Who is eligible for the benefit?

According to the bill, Polish citizens will be entitled to the benefit under the current rules, regardless of whether they receive social security contributions. pensions or pension. The benefit would be paid ex officio.

In the case of persons who are not entitled to pension benefits, the right to an honorary benefit would be granted upon application.

This is how much the allowance will be

As before, it would have a fixed amount, corresponding to the base amount applicable on the day a given person turns 100 (the amount is set annually and currently stands at PLN 6,246.13 gross per month). It would not be indexed, which means that once awarded, it would be paid at the same amount for the rest of one's life. The project also assumes that the benefit would be paid Social Insurance InstitutionKRUS or pension authorities competent for officers of the Police, Internal Security Agency, Intelligence Agency, Military Counterintelligence Service, Military Intelligence Service, Central Anticorruption Bureau, Border Guard, Marshal’s Guard, State Protection Service, State Fire Service, Customs and Tax Service and Prison Service.

Persons who received the benefit before the entry into force of the proposed act will receive it in the current amount.

The bill also regulates the situation of people who reached the age of 100 before the entry into force of this act and did not receive benefits for this. In such a case, the new regulations will apply to them.
