I think we have passed our final exam in housing and we are passing it very well – said Deputy Minister of Development and Technology Piotr Uściński in “Kampania #BezKitu”. Hanna Gill-Piątek, a non-associated MP, assessed that the rulers should be “minus one with a minus”. She also enumerated a number of government programs that, according to her, had failed. Expert Piotr Zdanowicz, however, pointed out that “first of all, there is a problem in the form of creditworthiness of young people.”

Hanna Gill-Piątek, a non-attached MP, and Piotr Uściński, Deputy Minister of Development and Technology from Law and Justice, discussed the government’s actions and opposition proposals to improve the situation on the housing market and the ability of young people to rent or buy their own flat in the “Kampania #BezKitu” program on TVN24.

They talked, among other things, about the Safe Credit 2 percent project, which is part of the government’s First Apartment program. When asked whether this loan will solve all housing problems, Uściński said that “not all problems”.

At the same time, he argued that the “range of different solutions” offered by the rulers means that “I think we passed our matriculation exam in housing and we pass it very well”. – With one exception, for which we apologized, concerning the number of apartments that were in Mieszkanie Plus – he added.

– You said that this small program like Mieszkanie Plus, which is actually the biggest one, crashed – emphasized Gill-Piątek. She also enumerated which other programs and solutions, in her opinion, failed in accordance with their assumptions. In this context, she mentioned: subsidies to rent in Mieszkanie na Start, apartments without own contribution, houses up to 70 square meters, social housing initiatives and wooden houses.

When asked what assessment she gives to the rulers when it comes to housing, the MP replied: – Just a minus one with a minus.

– A 2% loan is not a loan for people with moderate incomes or young people – assessed Gill-Piątek. – Because Expander calculated it precisely that for two people who have PLN 5,000 in farm income, set aside 10 percent and have one child, their creditworthiness for this loan is PLN 196,000. The deputy minister argued that “we have solutions for different people”. – This program, i.e. a 2% loan, is for those who do not have their own flat, nor did they have in the past, but they have creditworthiness. For those families who, looking at the current situation, are high interest ratesthey cannot afford a loan – said Uściński.

– On the one hand, perhaps they do not have the capacity at high interest rates, on the other hand, they do not want to take such a risk that they will pay high installments – he added.

The guests of the “#BezKitu Campaign” were asked questions about apartment prices and various market solutions by representatives of youth groups: Mikołaj Rumianek (New Generation), Kinga Woźniak (Young Left), Katarzyna Bojar (Generation 2050) and Adrian Stankiewicz (New Hope).

In the next part of the program, a financial expert and credit advisor, author of the blog “Finance at home” Piotr Zdanowicz talked about the situation on the market. – First of all, there is a problem in the form of creditworthiness of young people – he said. He indicated that assuming that the average salary is about PLN 5,200, a young person can count on a loan of PLN 250,000.

Referring to the 2 percent loan, Zdanowicz explained that “this makes the installment lower”. – However, how creditworthiness will be calculated is something we do not know today – he noted.
