On Monday, a group of people with disabilities and their carers came to the Ministry of Family and Social Policy for another round of talks. Their main postulate was to increase access to the so-called personal assistance. However, no breakthrough was achieved in this case. – We are not satisfied with the project that has been presented and our website has presented it very clearly – said Karolina Kosecka, the organizer of the protest, sister of a 22-year-old on the autism spectrum after the talks. At the same time, people with disabilities and their carers have been protesting in the Sejm for over two weeks.

The second group of protesters – gathered in the OzN (People with Disabilities) movement, is in talks with the Ministry of Family and Social Policy. Their second round took place on Monday.

No breakthrough

This time, the talks at the ministry concerned the presidential bill on personal assistance, i.e. a system of assistance to people with disabilities in performing everyday activities or undertaking professional activity. According to the protesters, there is much room for improvement. However, there was no breakthrough in this matter.

– We talked about the presidential project on personal assistance for people with disabilities. To put it mildly, we are absolutely not satisfied with the project that has been presented and this was very clearly expressed by our community – said Karolina Kosecka, the organizer of the protest and the sister of a 22-year-old on the autism spectrum after the meeting.

– We hope that we will finally be in touch with the Chancellery of the President, because this law, which has been created for two years, is created without our environment, that’s why it is so bad – said Bogumiła Siedlecka-Goślicka, an influencer known as Angel on springs. She announced that the next protest will take place on April 15 at 3 p.m. in front of the Presidential Palace.

Previous talks at the Ministry of Family and Social Policy took place on Thursday. The management of the Ministry of Labor and Social Policy announced then that the new support benefit for people with disabilities would have three levels. The first, highest level of the support benefit, equal to twice the social pension, will be launched from 2024, the second level – equal to the social pension from 2025, and the third, equal to 50 percent. social pension from 2026. The ministry also announced, among others, that carers will be able to earn additional money to the care benefit.

The second group of people with disabilities and their carers protesting in the Sejm was resumed on March 6. They submitted a civic draft law on the social pension, which provides for the payment of such a pension in the amount of the lowest national salary, i.e. PLN 3,490. The social pension is indexed annually and from 1 March this year it increased to PLN 1,588.44 gross.

On Monday, government spokesman Piotr Mueller at a press conference was asked, among other things, for a new proposal of support for people with disabilities, as well as for funds from the Solidarity Fund, which, according to KO MP Iwona Hartwich, are poorly spent.

Mueller replied that funds for people with disabilities have increased significantly in recent years. – It’s not just about the Solidarity Fund, because expenditures from the state budget have also been increased. (…) In 2015, PLN 15.5 billion was allocated to support people with disabilities. In 2022, it is PLN 37 billion, the government spokesman informed.

He added that work is currently underway on new solutions to create a “supporting benefit”. – We want to propose an additional benefit under the new judicature procedure, which would direct this assistance to those most in need. As for the rest, we are still talking and we will decide whether further steps will be taken,” he said. – This new benefit could be up to 200 percent of the current social pension and we are working on this solution and we will present this solution in detail in the near future – announced Mueller.

Wdówik on the new benefit: it will amount to PLN 3,176

Earlier, the deputy minister of family and social policy and government plenipotentiary for the disabled, Paweł Wdówik, spoke about the new benefit.

– We have developed a solution through which we want to diversify the help depending on the actual situation of a person with a disability, and especially on what kind of help he/she needs – said Wdówik on Friday in the PAP Studio. He explained that it was the International Classification of Functioning, Disability and Health (ICF).

He argued that “neither the social pension nor any other benefit that exists has a built-in mechanism that would allow assistance to be directed in a manner adequate to the needs resulting from a given disability”. – The solution we propose, i.e. determining the level of need for support, requires an additional procedure, for which we will use a scale based on the tools of the international classification of functioning. ICF is a tool developed by WHO and allows you to see what a person can do alone, and in what activities he needs support – he explained.

– This is a fairly objective scale and for people who have the most severe disability and require constant support, we will provide an additional benefit equal to 200 percent of the social pension, which will amount to PLN 3,176 – he stressed.
