Jacek Orzeł has been appointed acting director of the National Center for Research and Development, the National Center for Research and Development has announced. Orzeł replaced Paweł Kuch, who had been the head of the NCBR since August 2022.

The Center announced in a statement that the Minister of Development Funds and Regional Policy Grzegorz Puda appointed Jacek Orzeł on Monday as the acting director of the National Center for Research and Development. Orzeł has held this position since February 9 this year.

As explained, Orzeł is a manager, economist and IT specialist specializing in security and risk management. He has several years of managerial experience.

Orzeł graduated with an MBA, as well as the Top Public Executive program of the National School of Public Administration and IESE of the University of Navarra. He is also a graduate of computer science at the University of Warsaw and postgraduate studies in banking at the Warsaw School of Economics. Throughout his professional life, he has been dealing with various aspects of management and economics, security and risk, including strategic management.

It was noted that the new head of the NCBR is an ENISA expert in the field of personal data protection, an expert in risk and security management (including cyber security), an expert in the security of classified information, and personal data protection. He also published a book on operational risk management using derivatives and is the author of scientific and popular science publications.

Before taking the position of acting director of the NCBR, Orzeł was the director of the security policy office at the Ministry of FiPR. Previously, he worked in: the Ministry of Development, the Ministry of Investment and Development, the Central Statistical Office, INVEST-BANK, NBP and PFRON.

The National Center for Research and Development is a state agency supervised since August 1, 2022 by the Minister of Development Funds and Regional Policy. The Center supports and creates innovative technological and social solutions. It also initiates and implements projects contributing to the civilizational development of the country.

On February 2, Radio Zet announced on its website that in the “Fast Track – Digital Innovations” competition announced in October last year, in which both small and large companies could apply for funding, the National Center for Research and Development awarded money for 117 projects, and the average amount The subsidy amounted to PLN 5.5 million.

According to Radio Zet, “almost PLN 55 million went to the company registered in Gdańsk, which submitted the project ‘IOT solutions for tracking goods in the supply chain and monitoring their transport parameters'”. “The company was founded 10 days before the deadline for submitting applications, by one person, in a private apartment. The company’s application received the lowest possible rating for financing, i.e. 10 out of 16 points” – added. Radio Zet wrote that a company with a capital of PLN 5,000 was founded at home by a less than 30-year-old man.

In the publication of Radio Zet, we read that on the last day of the competition, the possibility of submitting applications was extended from 4 pm to 12 pm. “The number of the application that received almost PLN 55 million in funding indicates that it was submitted within the extended deadline. After the deadline for submitting applications, the total amount to be distributed was increased from PLN 645 million to PLN 811 million.

Radio Zet wrote that “has a question ‘what is the credibility of the company established on October 24, 2022 with a capital of PLN 5,000 in the opinion of the NCBR?’ companies registered and operating in Poland. The Regulations do not impose any additional restrictions on the period of activity or financial data concerning applicants'”.

We read in it that in the publication of the Radio Zet portal “there is false information that misleads the public opinion”. This information undermines the good name of the National Center for Research and Development, which has been supporting Polish entrepreneurs in creating innovative products and technologies for 15 years, contributing to building a modern economy.

The National Center for Research and Development informed on February 3 in a message posted on its website that “in connection with the publication of the radiozet.pl portal of February 2, 2023, entitled ‘Suspicious subsidy from a government agency. He founded a company and after 10 days received PLN 55 million’, Paweł Kuch, PhD, acting director of the National Center for Research and Development, submitted today an application to the Ministry of Development Funds and Regional Policy, supervising the activities of the NCBR, to control the ‘Fast Track – Digital Innovations’ competition under the Smart Growth Operational Programme, Action 1.1 R&D projects of enterprises, Sub-measure 1.1.1 Industrial research and development works carried out by enterprises, pursuant to Article 22(1)(1) of the Implementation Act”.
