Japanese police have broken up a network of voyeurs who secretly photographed and recorded women bathing naked in hot springs for 30 years. At least 10,000 women fell victim to them, the media reported.

The ring’s leader, 50-year-old Karin Saito, was arrested in December 2021 and his trial is still ongoing. Since then, 16 men from 11 prefectures have been detained, including employees of state offices and local administration as well as company executives, the Asahi Shimbun reported in February.

Among the detainees is a 31-year-old doctor from Tokyo, suspected of breaking laws against prostitution and child pornography, according to documents presented to the prosecutor’s office by the police in Shizuoka prefecture.

Voyeurs hid in the mountains and watched women bathing naked in hot springs from several hundred meters away. They also took pictures and recorded them with telephoto lenses. The same women were also photographed and recorded secretly in other situations to compare their appearance naked and in clothes, the “Asahi Shimbun” reported.

According to the investigators, the suspects held meetings during which they watched photos and recordings of the women they spied on. Obscene subtitles were added to the videos. They also allegedly gave the women they met sleeping pills, molested them and filmed them, a Japanese newspaper reported.

Saito admitted to spying on women in at least 100 different locations in the country since he was 20, according to police. He also allegedly told investigators that he had made at least 100 friends in the voyeur community. The police are investigating to catch other men in this circle
