Prof. Jarosław Flis and prof. Paweł Swianiewicz from the Department of Local Development and Policy, University of Warsaw, prepared a study on the method of distributing funds from the 2nd tranche of the Governmental Fund for Local Investments, which were distributed in December 2020. We are talking about PLN 4.35 billion.

“In connection with the allegations regarding the political criteria for making decisions regarding this division, a detailed analysis was carried out, in which it was checked whether the political option represented by the steward (commune head, mayor or city president) was of significant importance for the final allocation of funds” we read in the document published on the Batory Foundation website.

Professor Flis was a guest of Saturday’s “Fakty po Faktach”. When asked if the money allocated to local governments under the 2nd tranche was fair, he replied: – If someone thinks that the fact that their own people get 10 times more than their opponents is fair, you can say so.

As he said, “it is clear how Poland does not split – to the east and west, larger towns and smaller towns, according to the election results, according to wealth – you can always see the same mechanism – if the head of the commune is from the ruling party, he gets three times as much on average how much is the average for the country, but if it is from the opposition, it gets three times less. ”

“It obviously looks like he’s pampered and his opponents aren’t kept happy,” said the sociologist.

The report states that “the average subsidy for the entire country is PLN 83 per capita. (…) In municipalities led by PiS stewards, the average subsidy is over PLN 250 per capita, while in communes led by stewards from the Senate bloc ( with KO, PSL, SLD or with the support of one of these parties – editor’s note) is ten times lower “.

Professor Flis was asked about the situation under the rule of the Civic Platform.

– Extracting data from the so-called “schetynówek” times is much more difficult. These data are scattered across voivodships, there was no such single compilation – he pointed out. He admitted, however, that in the years 2008-2009 “there was also a bias, about 30 percent more were given to local governments in which village leaders or mayors were from the ruling party”. In the years 2010-2014 – as he claimed – “there was no such shift”.

– One can risk the thesis that the Law and Justice has a tendency not to build the fourth Republic of Poland, but the ninth – third of the Republic of Poland squared. So we do everything that was bad in the third Polish Republic much more, only to our advantage and without any scruples – he assessed.

“Voters do not imagine happiness like that”

As the guest of “Fakty po Faktach” said, “even if the ruling party openly announces that if you support ours, we will give you a penny, it turns out that it does not work for votes”.

– Voters do not imagine happiness in this way and believe that it is rather a signal that the party cares about its apparatus, not voters – he explained.

In his opinion, it is also a threat to democracy, which may be harmful in the long run. – For democracy, the danger is that an arms race will start, which means that the next team will come to the conclusion that it is necessary to give not 10 times, but 100 times more. And that would be a misfortune for the country – argued Flis.

The guest of “Fakt after Fakt” was also the president of Sopot, Jacek Karnowski, who admitted that Sopot received PLN 0 from the 2nd tranche of the Governmental Fund for Local Investments. – I was very surprised, because I have never seen such insolence and such democratic centralism – he said.

– But I was more surprised that the very poor communes in the Pomeranian Voivodeship also received 0 zlotys, communes with very high unemployment, because the fact that the Tricity received 0 zlotys was to be expected with this authority. It’s very sad. On the other hand, the fact that Słupsk received PLN 0, that Puck got PLN 0, that some communes of the Bytów poviat received PLN 0, where there is very high unemployment, is already a great scandal – he assessed.

– It more or less looks as if the mayor of Zakopane, who is associated with Law and Justice, or the Mayor of Zamość, who is associated with Law and Justice, would only grant council flats or admit to nurseries only people who are from Law and Justice or support Law and Justice in this city. And Rafał Trzaskowski, either me or the president [Aleksandra – – red.] Dulkiewicz would only give flats to those who did not vote for Andrzej Duda, but voted for Rafał Trzaskowski or for another opposition candidate, he commented.

According to the president of Sopot, “it is something unimaginable, it is a complete scandal and it is a spoil of democracy”. – In fact, who knows whether this should not be dealt with by the prosecutor’s office, but since the prosecutor is a party companion of Mr. Jacek Kurski and Mr. Jarosław Kaczyński, he will not deal with it, he added.

“We are fighting for the rule of law, because what do we need if the funds will be distributed only among their own?”

When asked if he was concerned that the money from European funds could be shared in the same way – the reconstruction fund and the budget from 2021, he replied: – Unfortunately, we have such a fear.

– We, as Local Governments for Poland, and also as the Union of Polish Cities, appealed not only for Poland to participate in these funds, not to veto the budget, but also to fight and fight for the rule of law, because for us the rule of law is as important as financial resources , because what do we need financial resources, when they will be stupidly distributed among their own people – he said.

– There must be democracy in Poland. Without democracy, financial resources will be distributed among parties and we are creating a party state and everything is party – he emphasized.
