On Thursday evening, the Sejm will deal with the so-called “Kamilek Act”, i.e. a draft amendment to the Family and Guardianship Code. The bill has been waiting in the Sejm for over a month.

According to the schedule of the Sejm’s work, the deputies will devote an hour and a half to work on the bill on Thursday evening – between 19.15 and 20.45.

Justyna Suchecka, a tvn24.pl journalist, said on Tuesday on TVN24 that the project “was in the so-called parliamentary freezer for a long time”.

– It was submitted on May 12, it received the printing number three weeks later, on June 1. At that time, there were other tragedies of children. When we talked unofficially with politicians from the ruling camp, we often heard that this was not their project. The project was submitted as a parliamentary project, its main author is Deputy Minister of Justice Marcin Romanowski, but it is actually a project created by non-governmental organizations, lawyers, experts who consulted him not after the Kamila tragedy, but for the last several months – she pointed out.

“Kamilek’s Act”

The “Kamilka Act” was presented after the outrage was caused by the death of 8-year-old Kamil from Częstochowa, who was tortured by his stepfather. The boy’s abuse had come to light more than a month earlier, following a report made by the child’s biological father on April 3.

The prosecutor’s office charged – stepfather Dawid B. is responsible for the murder, and mother Magdalena B. is responsible for aiding and abetting. Uncle and aunt – Wojciech and Aneta J. – and Artur J., who lived in the same apartment, heard the accusations of not helping.

The amendment was submitted to the Sejm on May 12 by Deputy Minister of Justice Marcin Romanowski from Sovereign Poland. However, its co-creators are independent professionals, and the project was supported by several dozen non-governmental organizations, including the Empowering Children Foundation and the Committee for the Protection of Children’s Rights.

Under the amendment, among other things, the Serious Case Review system is to be created, which will introduce a systemic analysis of violence against children that ends in their death. In addition, mandatory training for family judges or standards for the protection of minors in institutions, e.g. schools, hospitals, sports centers.
