Kazimierz Kujda, former president of Srebrna, in the supervisory board of BGK

Prime Minister Mateusz Morawiecki appointed Kazimierz Kujda to the supervisory board of Bank Gospodarstwa Krajowego, BGK announced in a Thursday communiqué. Kujda was one of Jarosław Kaczyński’s closest collaborators, including the head of the Srebrna company associated with PiS.

BGK announced in a Thursday communiqué that “the President of the Council of Ministers Mateusz Morawiecki appointed, as of April 11, 2023, Kazimierz Kujda as a member of the Supervisory Board of BGK”.

Bank Gospodarstwa Krajowego is a state development bank. It operates on the basis of the Act passed on March 14, 2003. The Act on BGK regulates the scope of tasks and describes the method of appointing and operating the bank’s authorities.

Who is Kazimierz Kujda

Kazimierz Kujda was one of the closest associates of the PiS president Jarosław Kaczyński. Twice – in 1995-98 and 2008-15 – he was the president of Srebrna. His name appeared in the publication of “Gazeta Wyborcza”, which published a transcript of a conversation in July 2018 between Jarosław Kaczyński and the Austrian entrepreneur Gerald Birgfellner, whose companies were to prepare the construction of two skyscrapers in Warsaw for the Srebrna company.

In addition, Kujda served three times as president of the board of the National Fund for Environmental Protection and Water Management. He headed the National Fund for Environmental Protection and Water Management from 2015 to February 2019. Previously, he was the president of the National Fund for Environmental Protection and Water Management in 2000-2002 and 2006-2008. He was also a member of the National Development Council attached to the president Andrzej Duda.

He was also a member of the supervisory boards of Bank Ochrony Środowiska and Polish national Railways.

Vetting proceedings

At the turn of January and February 2019, media reports appeared regarding the cooperation of President Kazimierz Kujda with the Security Service. The case, presenting The contents of the folders were described by journalists from “Gazeta Wyborcza” and the Onet portal. “Rzeczpospolita” reported that Kujda “is in the public inventory IPN as a secret collaborator nicknamed Ryszard, who was supposed to start working in 1979 in Siedlce”.

In February 2021, the Vetting Office of the Institute of National Remembrance reported that Kazimierz Kujda had made an untrue lustration declaration. The proceedings of the prosecutor of the Institute of National Remembrance concerned Kujda’s cooperation with the Security Service. The documents, which the Polish Press Agency got acquainted with at the Institute of National Remembrance, showed that on December 21, 1979 in Warsaw, Kazimierz Kujda made a written statement on “establishing dialogue” with the Security Service. This statement – according to PAP – was preceded by, among others, a detailed SB request for approval of the acquisition of Kujda as a secret collaborator nicknamed Ryszard. These documents are in the personal file established by the Security Service, concerning – as indicated by the Agency – Kazimierz Kujda, born in June 14, 1952.

In an interview with PAP, Kazimierz Kujda maintained that he had made a truthful lustration declaration and denied cooperation with the Security Service.

In June 2022, the District Court in Warsaw decided that Kazimierz Kujda made an untrue lustration declaration.

PiS president Jarosław Kaczyński was asked at the conference how he received information about the court’s judgment in the Kujda case.

– I had the opportunity to familiarize myself with these materials, I have a different opinion here. In general, the jurisprudence of Polish courts has been strongly and unequivocally criticized by me for many years – he replied.

Intervention of Krzysztof Brejza

On Thursday, Senator Krzysztof Brejza intervened with Prime Minister Mateusz Morawiecki regarding the “appointment of a former collaborator of the communist Security Service to the supervisory board of Bank Gospodarstwa Krajowego”. The senator wants answers to the questions: why the prime minister appointed a secret collaborator of the communist secret police to the supervisory board of BGK, and whether the decision to appoint Kujda was Mateusz Morawiecki’s independent decision, or whether this decision resulted from the recommendation of PiS president Jarosław Kaczyński, taking into account K. Kujda’s long-term cooperation with J. Kaczyński, among others in Silver.
